Educational Requirements:

∎ Skills Required: Ability to work collaboratively, Good communication skills, KoBo SPSS, Monitoring and Evaluation, MS Office Applications, team work, Very good in English writing and speaking

Job Context:
∎ The role of the Officer, Monitoring, Evaluation, Accountability, and Learning (MEAL) is to support better performance and greater accountability by implementing evidence-based program/project management at the field level, in order to guide and improve performance. The MEAL Officer, who will be reported to the MEAL Manager, will provide the assistance to design the methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Officer also plays an important role in data management and quality by designing a MEAL system that adheres to standard MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures. S/he will provide technical support to the program and build capacity in the health program through strengthening learning and knowledge sharing across the wider humanitarian community. The role holder will also support in project development including preparation and management of the MEAL budget, staffing plan and project design. He will be responsible to MEAL Manager.

Job Responsibilities:
∎ Develop tools for monitoring the project activities implementation against work-plan and logical framework, and support to ensure that programs have specific, measurable, achievable, realistic, and time-bound indicators.
∎ Ensure quality monitoring and documentation at the field level and carry out regular monitoring visits.
∎ Contribute to support and train to apply lessons learned, case studies and follow up on progress through monitoring and provide on-going support.
∎ Provide technical support on planning, designing, and monitoring of data collection activities using progress trackers and contribute to ensuring quality and accountability towards the activities.
∎ Ensure timely monthly, quarterly, and final programmatic/monitoring reports as required by donor and Programme Management.
∎ Ensure a master beneficiaries database is developed for the project and updated regularly.
∎ Organize and lead learning & innovative opportunities aimed at improving project effectiveness.
∎ Ensure that the project has a system to track information produced to help report to donors and program management.
∎ Play an active role as a PSEA Focal Point of the project and ensure every protection issue relevant to PSEA & GBV.
∎ Conduct periodic activity monitoring and field visits to monitor data collection/implementation of activities and services.
∎ Develop capacities of project staffs through training, coaching/mentoring, especially in data collection, monitoring and analysis, data analysis and presentation, reports, and promotion of humanitarian and accountability principles.
∎ Evaluate, develop, maintain, and improve the functionality of MEAL systems to support evidence-based programming, measurement of goals and outcomes, decision making and advocacy.
∎ Any other tasks assigned by the supervisor and organization.

Additional Requirements:
∎ Age 25 to 30 years
∎ Excellent communication skills, especially writing and speaking skills in English.
∎ Knowledge on KOBO Collect and ODK and any other data analysis tools.
∎ Proven skills and competencies to work with MS/ Excel, MS Access, SPSS is preferable.
∎ Must have a clear understanding & experience in the baseline survey, M&E process and tools.
∎ Previous work experience in refugee camps
∎ Have knowledge on qualitative and quantitative M&E systems, large data-based management, monitoring of agriculture and livelihood-based programs and emergency response.
∎ Should have interpersonal communication, facilitation and representation skills
∎ Have strong team working skills and a collaborative approach to learning, both face-to-face and remotely.
