Educational Requirements:
∎ B.Sc in any discipline or Engineering or B.Sc in Environmental science/ Master of Science (M.Sc) in MS in Occupational Safety/Certificate of Occupational Safety.
∎ An advanced degree/ qualification (post-graduate) in the HSES sciences or other relevant discipline is highly desirable.

∎ ABOUT COMPANY:
∎ Nano Solar ltd. Has been incorporated to implement solar energy based nano grid system in the off-grid region of Bangladesh. InfraCo Asia (www.infracoasia.com), an infrastructure development company based out of Singapore formed a joint venture company (Nano solar Ltd.) in Bangladesh with a local company for development & implementation of standardized 3 KW "Solar Nano grid systems" designed to cover more than 50 households each within ½ - 1 ½ km area of the installation in "Non-grid" or poorly serviced grid "equivalent Off Grid" areas in Bangladesh.
∎ POSITION SUMMARY:
∎ Health & Safety (HSES) Officer will lead Project Company_MS and shall be responsible to ensure all project applicable HSES compliances including IFC PSs/PIDG HSES/local regulatory i.e. Bangladesh country requirements. HSES Officer shall ensure that not only the Project Construction Workers but Project Company, Construction Supervisors, Managers, Owner`s Personnel, Owner`s Representative and any other authorized visitors at work site are following all established policies and HSES-MS.
∎ The HSES Officer will be accountable for the Project Company HSES_MS and will be expected to represent company in any HSES related events or key stakeholder meetings internally and externally where appropriate.
∎ The HSES Officer will also be responsible for the reporting to key stakeholders with respect to HSES performance, incidents and risks.
∎ This is a l full time position with an initial probation period of 6 months.

∎ WORK ENVIRONMENT:
∎ The work environment for this position is a Solar company & project sites. While performing the duties of this job, the employee may be exposed to local village/urban environment.
∎ KEY DUTIES & RESPONSIBILITIES:
∎ Policy and Regulation Maintenance:
∎ In coordination with the team and selected specialist advisors, lead the definition, development and implementation of the HSES framework, policies and procedures, and ensure that such framework, policies and procedures are progressively applied to each project.
∎ HSES Officer shall ensure the development, implementation, management and administration of the overall project HSES-MS and processes in coordination & accordance with the applicable project HSES standards, applicable policies, regulations, including plans, goals and strategies for improved HSES performance already established through applicable framework and project documents.
∎ HSES Officer shall determine and establish relevant HSES policies needed other then specified in the project documents and how to enforce them to reduce the risk of accidents. Doing so, HSES Officer shall ensure & promote safe practices at the job site.
∎ HSES Officer shall be responsible for keeping policies up to date, meeting the latest standards and establishing new ones from time to time as more and newer risks are discovered.
∎ HSES Officer shall enforce HSES guidelines, ensure management system for job hazard analysis and respond to employee's HSES concerns.
∎ Site HSES:
∎ HSES Officer shall support Project team members and contractors in achieving an environment free from unsafe conditions and at-risk behaviours which will reduce or eliminate injuries.
∎ HSES Officer shall oversight of site contractors/personnel performance to ensure they are following the rules/contracts. The expectation is for the site to be 100% compliant with PIDG/IFC/World Bank HSES Standards/Contractors CESHSMP and state codes during construction. Facilitate in closing gaps with the contractor(s) as any gaps are identified.
∎ HSES Officer shall monitor Contractor's compliance with contract HSES specifications. Populate warranty punch list items as necessary related to HSES gaps in the physical structures onsite. (e.g. labelling, toe boards, HSES gates, lifting capacities, egress, emergency lighting, etc.)
∎ HSES Officer shall provide subject matter expertise and direction on: health and HSES best practices, regulatory issues, interpretations of standards and codes, and incident investigations.
∎ HSES Officer shall analyse site HSES performance and prepare weekly/monthly/quarterly job site HSES performance statistical reports for all contractor personnel. Maintain records of all incidents and / or activities relating to HSES policy violations. Provide reporting for ownership reports.
∎ HSES Officer shall enforce project HSES policies and procedures as well as provide suggestions for continued improvement and be responsible for maintaining documentation of new, existing, and/or revised policies and procedures.
∎ HSES Officer shall periodically audit contractor and subcontractors HSES documentation to ensure compliance with onsite HSES plans.
∎ HSES Officer shall cooperate with local, state and federal agencies in job site inspections and support local building trades' HSES programs.
∎ HSES Officer shall conduct all administrative functions to communicate with the regulatory agencies (local administration, WBPCB/SEIAA, etc) site and owners, including timely completion of weekly and monthly reports. These tasks include but are limited to calculating incident rates in Excel, publishing Power Point presentations, and documenting weekly and monthly activities in Word.
∎ HSES Officer shall assure observation, inspection; recognition, evaluation and abatement of hazards are conducted on a continuing basis.
∎ HSES Officer shall watch out for the HSES of all workers and works to protect them from entering hazardous situations.
∎ HSES Officer shall ensure verification all tools and look for broken equipment, defective tools and other potential hazards, focusing on worker HSES.
∎ HSES Officer shall ensure that what type of personal protective equipment (PPE) is needed and makes sure that workers know how to operate and use tools and equipment.
∎ Accident Investigation:
∎ HSES Officer main responsibility is to ensure diminish or eliminate work related accidents.
∎ But however, if an accident occurs, the HSES Officer will conduct and ensure proper HSES investigation to determine root causes, what procedures may have gone wrong, and to gather the evidence necessary to identify the cause of the accident.
∎ HSES Officer shall ensure the recording and investigation of not only the accidents but also the near misses.
∎ Based on investigation results, the HSES Officer will document findings and recommendations that should be followed to prevent the accident from happening again.
∎ Training For HSES:
∎ HSES Officer shall be proactive, staying a step a Head of the company on HSES and environmental hazards. In doing so, HSES Officer shall train all employees and identify special requirements for employees.
∎ HSES Officer shall assure that all Project Company and Contractor site personnel are properly trained in the appropriate HSES and health topics of the hazards to which they may be exposed, as well as applicable laws, regulations and PIDG policies/LSRs, and maintain training documentation.
∎ HSES Officer shall ensure necessary trainings to all project employees (directly or indirectly) on HSES topics required by the HSES Unit. These include PIDG LSRs, fire prevention plans, machine guarding and hazardous materials handling.
∎ HSES Officer shall train and carryout drills and exercises on how to manage emergency situations.
∎ Waste Management :
∎ HSES Officer shall be responsible for coordinating registration and removal for waste materials hazardous for health.
∎ Record Keeping :
∎ HSES Officer shall be responsible for keeping a record of reviewing and meeting all HSES standard requirements pursuant Law of land as well as Lender's Standard and Guide lines.
∎ HSES Officer shall ensure that Injury logs and other documentation is completed and submitted to related authorities as part of these requirements.
∎ ESHS manager shall also maintain and also submit the OSH form for summary of all injuries that resulted in lost work time, restricted duties or job transfers.
∎ HSES Officer shall also ensure that the poster entitled "Job Safety and Health: It's the Law" "Safety First" and other documents are displayed in a conspicuous place in the workplace.
∎ Coordinating and Responding External Monitoring :
∎ HSES Officer shall arrange for HSES mandated reporting/ testing and/or evaluations of the workplace by external agencies (PCB) or consultants.
∎ HSES Officer shall receive reports from and responds to orders issued by Inspectors of external agencies including but not the least Department of Labor as well as Lender's Engineers, Environment and Social Consultant/Experts, Department of housing.
∎ Coordination with Owner's Engineers :
∎ HSES Officer shall perform the assigned duties in close coordination with concerned expert of Owner's Engineer.

Additional Requirements:
∎ 5+ years of relevant professional experience in dealing with a range of occupational health and safety, environmental, and social management issues in a variety of sectors.
∎ Experience in HSES risk assessment, environmental and social impact assessments, and occupational health and safety is essential.
∎ Specific training and experience in health, safety, environmental and social aspects of solar power, transport, roads, infrastructure or natural resources sectors is highly desirable.
∎ Strong knowledge of IFC Performance standards on Environmental and Social Sustainability and UN Global Sustainability Goals is desirable.
∎ Accident/incident investigation experience is desirable.
∎ Familiarity with the requirements and implementation of the following standards is also desirable:
∎ ISO 14001 (Environmental Management Systems); and
∎ ISO 45001 (Occupational Health and Safety Management Systems).
∎ Have the ability to communicate clearly, both written and oral, in Bangla and English
∎ Good report writing skill
