Job Context:
∎ National Energy Services Limited (NESL) a company incorporated in Bangladesh provides a wide range of services for employment of National and Expatriate personnel to Oil & Gas, Telecommunication, Power and Construction sectors in Bangladesh.
∎ One of our prospective client working in infrastructure projects in Bangladesh is looking for services for the mentioned position.

Job Responsibilities:
∎ Management of Utility services e.g., Water and Wastewater divisions, gas, electricity to ensure uninterrupted supply in aligned with the facilities required to operate the Airport services. Incumbent is highly motivated towards an effective and functional approaches adequate as well appropriate as necessary, timely adhered with the policy of the project undertaken. Act as the guidance to held responsible for a meaningful completion in deriving at its optimum and maintained utilities support efficiently.

∎ Manages division personnel to ensure that all water and wastewater facilities are appropriate.
∎ Repaired and maintained efficiently and effectively and in a manner to comply with adopted policy as well meets the local standards.
∎ Develops, recommends, implements and updates standard operating procedures to economizeoperations in the repair and maintenance of facilities while increasing productivity.
∎ Develops, recommends and implements procedures to increase productivity and efficiency ofpersonnel and facilities.
∎ Monitors utilities services contracts to ensure compliance and effective performance.
∎ Conducts studies and oversees the implementation of mandated environmental reports such as periodic audits, leak detection surveys, backflow cross/connection plan and water quality reports.
∎ Recommends and oversees the implementation of the division annual work plan and projects plansfor water and wastewater facilities and systems.
∎ Oversees dissemination, accountability and the proper stockage level for equipment, materials,supplies, and vehicles.
∎ Prepares and coordinates the permitting and re-permitting of water and wastewater/sludge removal.
∎ Coordinates the modification and improvement of facilities and systems to increase efficiencywhile reducing operating costs.
∎ Oversees loss control and prevention, safety programs, and organizational training and cross-training to increase technical skills and knowledge to result in increased productivity and performance
∎ Ensures that customer complaints and inquiries are resolved quickly and effectively.
∎ Recommends and implements effective programs for enhancing the public image of the division.
∎ Coordinates with the Directorate of Public Works/ Environment Dept. etc. in the preparation of division budgets to ensureadequate funding for projects, capital improvements, and renewal and replacement.
∎ Manages budget expenditures to ensure sufficiency of funds.
∎ Reviews, verifies and submits operating and other reports both internal and external purposes that met and regulatory agencies anddepartments on a timely basis.
∎ Coordinates technical bid specification preparation, review and processing. Attends bidopenings, evaluates bids and provides bid recommendation with reviews plans with technical specifications for involvedexpansion and modification facilities and system's.
∎ Train and managing supervisors.
∎ Emergency situations responsibility.
∎ Any other duties assigned by the Project Management.

Additional Requirements:
∎ Experience in the Airport Utility Services, 10 years related services, maintenance repair and operation of utilities including five (5) years of Managerial experience.
∎ Computer skills and familiarity with Microsoft office suite of programs, calculator, copier and facsimile etc.
∎ Knowledge of all phases of managing water production, storage treatment, and transmission;and wastewater collection, treatment, and disposal to include expansion of systems,permitting, repair, maintenance, and operations.
∎ Knowledge of state and regulatory standards and rules and regulations
∎ Knowledge of management practices and techniques to achieve cost savings and to maximizeproduction and efficiency of personnel and optimum usages of equipment and facilities.
∎ Knowledge of systems and facilities repair and construction techniques.
∎ Knowledge of safety practices.
∎ Ability to quickly organize and manage personnel and equipment resources in all situations.
∎ Ability to work independently and to use good judgment in all situations.
∎ Ability to motivate employees to optimize safety and efficiency.
∎ Ability to identify equipment and personnel problems and to implement appropriate corrective action efficiently and instant response at call with work-hour flexibility categorically in need/urgency.
∎ Ability to read, understand and comprehend complex engineering drawings, plans andspecifications.
∎ Ability to develop written standard operating procedures /SOP and guidelines.
∎ English written and oral communications required.
∎ Candidates having work experience from Middle East, Southeast Asia in related field shall be preferred.
