Job Context:
∎ The Supply Chain Officer- is responsible to manage Asset for the Cox`s bazar Office under the direct supervision of the Sr. Supply Chain Coordinator. (S)he will be charged with all asset tracking and database management in Cox`s Bazar office and other field offices. (S)he will work closely with the Operations/ Supply Chain team based in Dhaka and other field office.

∎ Contract Length: 6 Months (with high possibility of extension subject to availability of funding, program needs and performance of the incumbent)

Job Responsibilities:
∎ Focal for all procurement related to COVID-19 emergency project and fast track the procurement process and smooth, timely delivery.
∎ Ensure procurement of materials and equipment ordered by the projects in a cost-effective and transparent manner in line with IRC and donor specific policies and ensuring Value for Money (VfM).
∎ Assist in liaising with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
∎ Ensure that all Purchase Requests, Purchase Orders, RFQ and RFPs are tracked from point of planning and request through to final receipt.
∎ Regularly review, update information in BVA system and share the information management databases and trackers to the Sr. Management.
∎ Prepare the RFQ and RFP relevant documents, as well as reports including tender reports for procurement & tender committee review.
∎ Prepare summary of Bids for competitive process and represent in the procurement committee meeting and ensure VfM is ensured in the procurement process.
∎ Assist with the preparation of contracts and amendments of contracts when needed.
∎ Participate in the joint verification of procured goods, services and works and to ascertain the items conformity to Technical Specifications and Quantities.
∎ Constantly search the market for new suppliers that may provide better service or value for money for IRC.
∎ Maintain and update suppliers list for Cox's Bazar and field locations.
∎ Conduct supplier visits as part of procurement/tender processes and assist Procurement Manager on high value/ tender process.
∎ Assist in the strategic sourcing for frequently purchased items to ensure agreements with the suppliers and service providers are in place.
∎ Ensure procurement files are accurate and records are in compliance to IRC and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable by auditors.
∎ Work closely with other SC team member to ensure purchased assets are registered in the inventory database.
∎ Prepare and submit payments of suppliers to finance on a timely manner.
∎ Screen the suppliers as per IRC guidelines in ATCs.
∎ Keep track of supplier performance information and update line manager accordingly.
∎ Ensure the non-winning suppliers receive notification from IRC about the status of their bids.
∎ Conduct duties in accordance with IRC Bangladesh Program Standard Operating Procedures (SOPs).
∎ Conduct duties in accordance with the IRC Supply Chain Code of Conduct.

Additional Requirements:
∎ Minimum 2 year of experience in procurement sector for any emergency response program
∎ Experience of working with UN or Non-Governmental Organizations
∎ Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations, legal aspects of contracting and contract management
∎ Understanding of the procurement rules and regulations of major international donors
∎ Very good skills MS Word, Excel, Outlook, Power point
∎ Excellent interpersonal and team skills
∎ Effective procurement and contract management skills
∎ Commitment to humanitarian principles and values
∎ Commitment to and understanding of IRC's aims, values and principles
∎ Good at written and verbal communication skills in English

Salary: Negotiable
