∎ A Master’s Degree in Public Health with an MBBS is required.
∎ Preferred experience in health systems research, international development, or another relevant discipline.
∎ Minimum of five to seven years of professional experience designing and implementing health system strengthening programs in Bangladesh or other Asian countries.
∎ Personal and professional commitment to health system capacity building and addressing health equity issues.
∎ In-depth knowledge of USAID approaches and regulations.

Responsibilities & Context:
∎ Lead the design, planning, roll-out, and monitoring of evidence-based health systems strengthening approaches to support local health authorities (LHAs) in identifying and addressing systemic issues preventing them from achieving high-quality and equitable primary health care services in their areas.
∎ Support identifying and targeting health inequities and including vulnerable groups to ensure equitable access to quality health services/Healthy City Packages.
∎ Collaborating with project staff and stakeholders, innovate, develop, document, and disseminate new approaches to identifying and addressing emerging health system challenges in Bangladesh.
∎ Together with the MELR Director/team and DCoP, lead the development of regular sub-component project reports to meet donor requirements. This involves overseeing country-level activities, identifying challenges, and creating appropriate tools for reporting and analyzing project activities' results.
∎ Work closely with the Senior Technical Advisor (STA) and other technical staff to identify and document existing competencies and comparative advantages in each HSS building block/competency area. Additionally, identify emerging issues in HSS where UHA should develop additional competency and capacity to support city corporations, municipalities, and the urban health system.
∎ Work closely with UHA program staff to provide technical oversight to ensure efficient and effective implementation of HSS activities at national and city levels.
∎ Work closely with STA and provide coaching and mentoring support to other technical advisors/staff at national and city levels.
∎ Ensure that UHA's technical efforts and resources are appropriately utilized in each building block of HSS through the proper channels of respective CAM.
∎ Provide essential guidance on developing the work plan and budget for the program and each CAM and help assure that technical inputs are appropriately designed to demonstrate the cost-effectiveness of UHA interventions.
∎ Guide regular technical reviews of project interventions to ensure activities are implemented effectively, efficiently, and timely to achieve the results expected by USAID.
∎ Guide business development, proposal development, and strategic partnering opportunities for the Innovation Fund that will lead to more effective project designs and an expansion of the UHA project portfolio.
∎ Track and monitor the current national urban health strategy, health policy, PHC operational plan, and other relevant technical documents. Stay updated with USAID’s HSS, urban health and climate resilience strategies, and publications from international development organizations. Identify critical issues and best practices and share information with technical staff.
∎ Ensure that UHA’s HSS strategy is consistent with the latest trends and developments and builds on the best practices of the national and global urban health programs/initiatives.
∎ Conduct analyses and research efforts in select areas to develop conceptual frameworks and landscape analyses, including written summaries of key issues, findings, and recommendations relevant to UHA’s goals, HSS strategy, and technical assistance model to replicate.
∎ Work closely with the Monitoring and Evaluation team, Communications team, and other staff to develop and compose publications, blogs, reports, concept papers, policy and issue briefs, and other advocacy materials that effectively convey complex technical issues to the policy and advocacy-focused audience.
∎ Work closely with the M&E team to evaluate the evidence supporting the effectiveness and sustainability of UHA's HSS model and technical assistance programs compared to other HSS models implemented at national and global levels. This should include follow-up assessments of completed programs to determine the sustainability of activities and outcomes.
∎ Work closely with program and finance staff to design and conduct internal expenditure analyses to help quantify the cost-effectiveness of UHA’s programming compared to other initiatives.
∎ Play a representative and advocacy role for the UHA’s HSS model to the Ministry of Health & Family Welfare (MOHFW), Ministry of Local Government, Rural Development & Cooperatives (MOLGRD&C), other relevant ministries, WHO, donors, development partners, and key national and international stakeholders.
∎ Work closely with CoP and DCoP to represent UHA at domestic and international HSS/UHS conferences, coalitions, meetings, and events. Represent UHA's position on critical technical issues through presentations, publications, and other activities to increase organizational visibility and credibility.
∎ Primary Responsibilities & Duties
