Job Context:
∎ Organize and oversee all safety & security operations of UCEP Bangladesh by drafting, developing and implementing policies and procedures to maintain expected level of standards.
∎ Create and preserve an environment where employees, students, trainees, visitors and property are safe and well-protected.
∎ Represent and promote UCEP Bangladesh as one of the leading and compliant organizations in the realm of safety & security.
∎ Promote a culture of safety & security regarding incident reporting, oversight office security, monitoring and surveillance.
Job Responsibilities:
∎ Strategic: (20%):
∎ Development and promotion of organizational values, clear strategies, policies, plans, effective risk management processes and contribute to set the organization's overall direction.
∎ Develop and implement safety & security policies, protocols and standard operating procedures as required and/or requested.
∎ Conduct safety & security audits covering the entire organization so that timely and effective measures are there in lace in order to face/handle/prevent untoward situations.
∎ Maintain an updated risk database laying out specific and detailed analysis of safety & security issues relating to UCEP Bangladesh and to ensure that the database is readily available to the top management.
∎ Take lead and handle all issues relating to safety & security with internal (e.g. different departments/regional offices etc.) and external bodies (e.g. police, fire service, court, media, local administration etc.).
∎ Operational: (50%)
∎ Conduct regular drills like evacuations, training sessions across the organization as per annual action plan so that students, trainees and employees are well oriented with security & safety procedures and equipment.
∎ Undertake regular visits across the organization in order to determine lapses, challenges and areas/means of improvements in the areas of safety & security and report to the appropriate management in a timely manner for immediate interventions/actions.
∎ Draft and present the areas of lapses in the existing safety & security frameworks/arrangements with the information of associated costs/resource requirements involved.
∎ Conduct regular briefing sessions to disseminate updated information on safety & security issues to enhance effective preparedness or better management of any events.
∎ Assist in preparing schedules and determining security posts to cover designated facilities and shifts.
∎ Ensure that outsourced security personnel conduct their duties and responsibilities in line with plans relating to schedules, security posts and organizational requirements.
∎ Inform and undertake necessary and timely initiatives/measures on certain issues like foot patrols, checking for fires, preventing vandalism, suspicious activity or persons or safety/fire hazards, burglary, robbery, encroachment and theft etc.
∎ Investigate and/or report about hazards and unusual or suspicious circumstances to the management and if required/requested, to law enforcing agencies for better management.
∎ Develop, disseminate and update safety and security checklists relating to particular activities/operations and ensure that those are taken into regular practices.
∎ Ensure timely supply of safety & security kits e.g. fire extinguishers and undertake timely measures so that those are operational/functional.
∎ Assess CCTV footages during safety & security audits so that any suspected/imminent risks/threats can be detected/addressed in a timely and efficient manner.
∎ Ensure that vendors comply with safety & security issues while working with UCEP Bangladesh. In this case, the individual is expected to assist the management in hiring the compliant vendors who duly address safety & security related issues in their operations/activities.
∎ Conduct enquiry or other proceedings as required and assigned by the management.
∎ Develop and contribute to establishing proper reporting line so that safety & security related issues are duly handled.
∎ Ensure that contact numbers like emergency services, utility services and law enforcing agencies are clearly visible and available across the organization.
∎ Undertake necessary initiatives on a regular basis so that the status of implementation relating to safety & security issues can be assessed.
∎ Collect reports from all the offices on a regular basis so that detailed scenario on safety & security issues can be understood.
∎ Update risk assessment tools on a regular and share those with the management.
∎ Control budgets for security operations and monitor expenses.
∎ Assist in negotiation and contract finalization processes so that the best interest of UCEP Bangladesh is maintained/served.
∎ Guide the management in securing the man, machine and property of UCEP Bangladesh.
∎ Promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ Respond to medical emergencies, bomb threats, fire alarms, or intrusion alarms, following emergency response procedures.
∎ Monitor organizational compliance with relevant regulations of the government.
∎ Develop, conduct, support, or assist in governmental reviews, internal audit evaluations.
∎ Assist in designing project plans so that safety & security issues are addressed in the plan.
∎ Assist the management in making the organization accessible and inclusive.
∎ Lead and undertake necessary initiatives in the event of any sudden man-made (e.g. riot, violence, arson, civil unrest, hartal, blockade or natural disasters (e.g. earthquake, flood, cyclone etc.).
∎ Conduct threat or vulnerability analyses to determine probable frequency, criticality, consequence, or severity of natural or man-made disasters or criminal activity on the organization's image, sustainability or delivery of products or services.
∎ Develop or manage integrated security controls to ensure confidentiality, accountability, recoverability, or audit ability of sensitive information, proprietary information, or information technology resources.
∎ Attend meetings, professional seminars, or conferences to keep abreast of changes in executive legislative directives or new technologies impacting security operations as required and assigned by the management.
∎ Maintain necessary cooperation, coordination and liaison with internal (e.g. regional offices etc.) and external stakeholders (e.g. government, local administration, influential groups in the community) so that safety & security issues are properly handled and sustained.
∎ Render necessary support to organize different events in a smooth manner.
∎ Supervise the activities and operations of outsourced service providers so that safety & security are duly addressed, practiced and adhered to while working with UCEP Bangladesh.
∎ Undertake frequent visits across the organization as and when required and requested.
∎ Perform any other duties and responsibilities as deemed necessary and required by the supervisor/the office.
∎ People Management: (30%)
∎ Lead and ensure the necessary capacity development of relevant staff.
∎ develop team capacity both at HO and field level through intensive supervision, mentoring and training.
∎ Ensure supervision and performance evaluation of employees under supervision.
∎ Ensure systematic and effective delegation and decentralization of tasks.
∎ Assist in recruiting, training and supervising of relevant employees like security officers and guards.
Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ Minimum 8 years of relevant professional experience including at least 3 years in managerial role.
∎ Proven experience as security manager or similar position.
∎ Retired officers with experiences of working with the military or law enforcing agencies will be considered as added advantage.
∎ Negotiation skill, motivational skill, team building skill are required.
∎ Should be gender sensitive and familiar with human rights based approach.
∎ Should be sensitive on protection issues including child abuse and protection from sexual exploitation and abuse (PSEA).
∎ Experienced in using relevant technology and equipment (e.g. CCTV), reporting and emergency response planning.
∎ Excellent knowledge of security & safety protocols and procedures.
∎ Solid understanding of budgeting and statistical data analysis.
∎ Working knowledge of MS Office.
∎ Further education in security administration or similar field will be an asset.
∎ Excellent communication and interpersonal skills.
∎ Outstanding organizational and leadership skills.
∎ Skill in both verbal and written communication.
∎ Skill in observing situations and decision making.
∎ Skill in dealing courteously with the public.
∎ Committed and reliable.
