Job Responsibilities:
∎ The position is responsible for overall effective implementation of the project and ensure compliance of UNFPA and Light House polices and guidelines. S/he will ensure high quality service delivery to achieve the project goal and objectives. 60% of his/her time and movement will be located at 30 districts as part of project’s working area. However, the major responsibilities of the Programme Manager shall lie in the arena of training, advocacy, monitoring and relevant administrative works as given below;
∎ • Training
∎ Facilitate training need assessment in consultation with district and ASP/DGHS authorities
∎ Seek technical assistance from UNFPA as needed
∎ Develop and finalize training concept note along with schedule, budget and obtain approval from respective authorities
∎ Set pre meeting with the ASP/DGHS, UNFPA project Focal and district level authorities prior to initiate training program
∎ Initiate master trainer development program and make sure their connectivity with the program activities
∎ Organize facilitators group/master trainers, maintain regular communication and create supportive environment for quality facilitation
∎ Prepare and finalize list of training participants in collaboration with district authorities
∎ Organize and complete training programs properly and generate quality training reports
∎ Ensure post training follow up and generate outcome report
∎ Coordinate district level monthly meeting to collect progress report
∎ Initiate simple data base development and ensure regular execution at district level.
∎ Keep close contact with the district health authorities including forum of general practitioners, ASP/DGHS, BSMMU and others as relevant
∎ • Advocacy
∎ Develop and finalize advocacy concept note along with schedule, budget and obtain approval from respective authorities
∎ Set pre meeting with the ASP/DGHS, UNFPA project Focal and district level authorities prior to initiate advocacy program
∎ Finalize participant list in discussion with district authorities
∎ Ensure relevant advocacy materials as necessary
∎ Arrange guest facilitators
∎ Generate advocacy meeting report
∎ Conduct post advocacy meeting follow up for making sure the execution of the decision
∎ • Monitoring and Supervision
∎ Join the quarterly/ monthly coordination meetings at district level to collect update and share progress, challenges etc.
∎ Initiate participatory monitoring using the GOB entities
∎ Develop case studies and best practices and circulate
∎ • Administrative
∎ Arrange GOB venues for the training and advocacy events
∎ Make sure training logistics, materials and TA/DAs of the participants including facilitators/master trainers.
∎ Generate office order from respective GOB authorities for the training and advocacy participants
∎ Generate training and advocacy meeting invitation form the respective GOB authorities
∎ Ensure all programmatic reports in coordination with other colleagues and report to Program Focal
∎ Coordinate with Program Focal for timely submission of donor reports

Additional Requirements:
∎ Age at most 45 years
∎ Prior Work Experience:Minimum 2 years of progressively responsible job-related professional-level experience in training and advocacy event management.Working experience with health system strengthening will add extra value as well. Practical experience of working with government and development partners at district and national level. Beside experience in using project generated in decision making is highly desired. The position also require experience in coordination and collaboration.Hence, ability to work, communicate and advocate with a broad range of stakeholders including policymakers, government officials, general practitioners’ representativesare expected under this assignment.
∎ Post Entry Training:Familiarization training in Light House including UNFPA supported program specific procedures, reporting requirements, and systems, Prevention of Sexual Abuse and Exploitation (PSAE) and orientation working from a donor agency and Light House perspective, will be provided. Training to maintain professional capability in the field as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as they become available, subject to availability of funds.
∎ Language Proficiency: Must be able to communicate effectively in both written and spoken English at a professional level. Excellent written and oral communication skills with a fluent writing style and good knowledge and practical use of both English and Bangla.
∎ Job Knowledge:The Manager must have a good knowledge of training and advocacy programming. In addition, the quick learning ability and proactiveness are desired for this position. The Manager must have knowledge and understanding of the organization and roles of the different levels in order to maintain effective communication and coordination.
∎ Skills and Abilities:The Manager should have demonstrated the ability to assume management and leadership roles in terms of advocacy and training. The Manager must be resourceful, have good judgment, and have the ability to work diplomatically with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs. Ability to work under pressure, to prioritize work, and to meet tight deadlines is required. Must be able to communicate clearly with a wide range of partners.
∎ Supervision Received:The incumbent will work under the general supervision of the Project Focal. Daily supervision is minimal and routine work should be performed independently with little instruction. Employee should be able to identify and solve problems as they arise. The supervisor makes assignments in terms of overall objectives and resources available. Completed work is reviewed in terms of achievement of, and effectiveness in meeting, objectives. The Manager is expected work in a collegial manner, and to exercise considerable autonomy and judgment in discharging the duties of the assignment.
∎ Available Guidelines: Agency correspondence, manuals/SoPs, annual plans, Light House policy policies/guidelines and supervisor’s instructions. Guidelines are often general in nature and not specific to the situation at hand, requiring considerable interpretation.
∎ Authority to Make Commitments:Within the scope of the assignment, the Manager advises project office and project personnel on courses of action to resolve implementation deficiencies.
∎ Nature, Level, and Purpose of Contacts:Contacts are maintained in person, by phone, and by written communication with consortium staffs. Contacts will include routine administrative functions, as well as important issues regarding activity implementation, and the negotiation of corrective measures if needed

Salary: Tk. 77535 - 85137 (Monthly)
