∎ On behalf of Catholic Relief Services (CRS) (www.crs.org) Caritas Bangladesh is seeking a qualified professional as a full-time consultant for the position of Program Manager- Disaster Risk Reduction & Resilience. CRS is a US-based relief and development agency working in nearly 100 countries/territories to alleviate poverty and suffering. In Bangladesh, CRS supports vulnerable people through partner organization, Caritas Bangladesh.

Job Responsibilities:
∎ Job Summary:
∎ Your management skills and technical knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming. You will provide DRR Program management and technical supports to partners on DRR activities aligned with the CRS Program strategy and with COVID-19 context. The DRR/R PM will be responsible for supporting and coordinating DRR efforts including COVID-19 approaches, with partner level program managers. The DRR/R PM will keep abreast of agency and industry best practices in DRR and COVID-19 programming, to ensure the use of technically and operationally appropriate DRR and COVID-19 methods and tools in CRS supported DRR activities. This position needs to coordinate and ensure that all Donor-supported activities meet DRR and COVID-19 requirements and comply with CRS' Project Management Standards (PMS), Monitoring Evaluation Accountability and Learning (MEAL) Planning and Procedures (MPP), as well as donor requirements.
∎ Primary Responsibilities:
∎ Technical Support and Program Management:
∎ Manage and provide overall technical supports throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards and in line with COVID-19 safe programming, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
∎ Accompany partners in the joint planning, reviewing and completion of project commitments, and the timely and quality implementation of DRR committed activities.
∎ Ensure timely and quality deliverables of the DRR programs.
∎ Financial Management:
∎ Ensure financial management is in line with CRS and donors' standards, tools and resources.
∎ Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.
∎ Support partners in effective budget management and accountability, including seeking advices from higher management on a regular basis.
∎ Partnership:
∎ Help identify, assess and strengthen partnerships relevant to DRR programming including COVID-19 context in applying appropriate application of partnership concepts, tools and approaches
∎ Bring strong partnership and coordination efforts around DRR programming including COVID-19 context with Caritas, local Implementing Partners (IPs), technical partner Bangladesh Red Crescent Society (BDRCS) and other stakeholders at the district level.
∎ Support Caritas and IPs to mobilize support from relevant Government of Bangladesh (GoB) departments at district level.
∎ Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation. Effectively support talent at the partner level, manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and ensure partner staffs' learning and capacity building as appropriate to the DRR and COVID-19 programs.
∎ Monitoring, Evaluation, Accountability and Learning (MEAL):
∎ Champion learning with partner project staff and CRS teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
∎ Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
∎ Establish DRR targets for the USAID-required Indicator Performance Tracking Table (IPTT) and internal targets to ensure quality and achievement of objectives of DRR interventions.
∎ Guide and support partner team in monitoring and tracking data to guide program implementation, improve management of interventions, and provide periodic updates and analysis on data in coordination with CRS MEAL TA, MEAL Coordinator and DRR/R TA.
∎ Propose any relevant changes to the Theory of Change (ToC) and Logframe, and apply them accordingly in consultation with the TA - DRR/R.
∎ Support the design and timely implementation of the program mid-term and final evaluations.
∎ Draft quarterly and annual DRR reports using standard templates.
∎ Emergency Response:
∎ If CRS supports any disaster response, Program Manager may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this Scope of Work and work longer hours than normal as necessary to complete critical tasks is required. Support and ensure timely and updated Situation Reporting (SitRep) during the onset of disasters, in facilitating assessments and developing the initial report. Represent in the emergency cluster meetings organized at the district and at the national level as nededregional level.

Additional Requirements:
∎ Minimum 5 years proven experience in managing development projects related to DRR, integration of DRR/CAA, WASH in rural development, preferably with an INGO or reputed National NGO.
∎ Technical knowledge on designing and managing DRR/CCA/ WASH initiatives, community-based disaster risk reduction management (CBDRM) approach; Experiences around COVID-19 is a plus.
∎ Experience of Community Risk Assessment (CRA) tools, Govt of Bangaldesh's Risk Reduction Action Planning processes.
∎ Experienced in leading participatory approaches, learning processes, to promote innovation
∎ Excellent written and oral English and local language skills demonstrated in writing reports
∎ Experience with capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth, development and delegation of appropriate authority and responsibility
∎ Knowledge, Skills and Abilities:
∎ Strong critical thinking and creative problem-solving skills with ability to make sound judgment and capacity to see the big picture
∎ Strong relationship management skills and the ability to work effectively with culturally diverse groups. Ability to relate to people at all levels internally and externally;
∎ Strong written and verbal communication skills with ability to write reports

∎ Preferred Qualifications:
∎ Project management experience in DRR/CCA/WASH is highly desirable.
∎ Experience engaging with partner organizations.
∎ Experience contributing to the development of technical proposals.
∎ MEAL skills and experience preferred.
∎ Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
∎ Required Language: Bangla, Desired Foreign Language: English
∎ Travel Required: At least 50% travel will be needed to program areas at a minimum, other areas may be added as needed. Travel in these areas can be physically demanding.
