∎ Job Summary:
∎ You will provide overall leadership, manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to ensure the achievement of the SOKKHOMOTA project objectives to serve the poor and vulnerable. Your program management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project. You will keep abreast of agency and industry best practices in DRR to ensure the use of technically and operationally appropriate DRR methods and tools in project activities. You will ensure project`s compliance with CRS` Project Management Standards (PMS), Monitoring Evaluation Accountability and Learning (MEAL) Planning and Procedures (MPP) and donor requirements.

∎ Internal: Technical Advisor- DRR & Resilience, Program Manager- DRR & Resilience, MEAL Coordinator, Homes & Community TA, Operations Manager, Finance Manager and Country Manager.

Job Responsibilities:
∎ You will lead technical, budget management, monitoring and reporting activities throughout the project cycle - project design, start-up, implementation and close-out - in five upazilas across Bandarban and Cox's Bazaar, in line with CRS program quality principles and standards, donor requirements, and good practices.
∎ Lead the SOKKHOMOTA project team in quarterly planning meetings to review and reflect on progress and results, identify gaps and solutions to ensure strategic objectives and outcomes are achieved and the project meets technical quality standards.
∎ Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following CRS' MEAL Policy and Procedures (MPP) and USAID's MEAL and reporting requirements. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
∎ Design and facilitate a SMILER - a MEAL process and system development process in CRS; field-test MEAL tools and systems; and ensure timely implementation of baseline, mid-term and final evaluations, in coordination with the MEAL team and TAs.
∎ Provide technical input to facilitate reflection and documentation of learning in relation to CRS' DRR model, lessons learned and best practices.
∎ Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation, especially in relation to DRR, emergency response, effective project implementation and MEAL.
∎ Engage and strengthen partnerships relevant to SOKKHOMOTA, applying appropriate application of partnership concepts, tools and approaches.
∎ Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
∎ Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
∎ Develop annual, quarterly and monthly project budgets; provide guidance, supervision and support to project staff and implementing partners in management of financial resources through budget planning, preparation of annual plans, quarterly cash forecasts, and project balances, including verification of liquidation.
∎ Liaise and coordinate with key stakeholders including the Deputy Commissioner's Office, Bandarban Hill District Council, Bangladesh Red Crescent Society, the Fire Service and Civil Defense, Dhaka University, the UN, INGO working groups, and other relevant local partners and community actors to ensure their support for SOKKHOMOTA and promote CRS' Community-led DRR models and approaches.
∎ Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff ensuring timely recruitment and well-managed staffing transitions, and complete performance management for direct reports.
∎ Ensure coordination with donor and district or upazila level partners in the event of an emergency.
∎ Design and lead emergency response, supporting participatory assessments and preparation of sitreps.

Additional Requirements:
∎ Minimum 7 years of work experience in managing large scale, multi-activity development grants, related to the fields of Disaster Risk reduction, Climate Change Adaptation, Natural Resources Management or associated domains.
∎ Required Languages - Strong written and oral command in English is required.
∎ Understanding of Chittagonian local dialect would be a plus.
∎ Travel- At least 40% travel will be needed to Cox's Bazar and Chittagong Hill Tracts areas at a minimum, other areas may be added as needed. Travel in these areas can be physically demanding.

∎ MEAL skills and experience.
∎ Staff supervision experience.
∎ Experience working with stakeholders at various levels and strengthening community partnerships.
∎ Ability to contribute to the development of technical proposals.
∎ Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), web conferencing applications, and information management systems.
∎ Prior experience working in Chittagong Hill-Tract region is preferred
