Educational Requirements:
∎ Bachelor of Business Administration (BBA)
∎ Masters in Business Administration, Supply chain management or any other relevant filed.
∎ Supply Chain & procurement-related training / PGDSCM.
∎ Knowledge of public procurement and INGO procurement system and policy.
∎ Preferred Professional Certification: PGDSCM
∎ Skills Required: CIPS, Communication, Fluency in English and Bengali, leadership, Ms Office

Experience Requirements:
∎ At least 7 year(s)

Job Responsibilities:
∎ Oversee the Management of Strategic Procurement Team.
∎ Manage potential and on-going contracts.
∎ Guide and supervise activities of the strategic procurement team regarding progress of the agreements.
∎ Ensure the WVI procurement policy and donor's regulation in all aspects of the process. Expedite procurement processes and complete them within the timeline. Manage urgent procurement issues with close supervision and monitoring.
∎ Identify associated risks and develop risk mitigation processes and techniques, also guiding and suggesting team on risk minimization and mitigation techniques.
∎ Train and develop the team in terms of the policy, compliance, donor regulation, process, procedure, laws, and relevant issues.
∎ Provide regular updates to sectors in terms of the progress of requisitions.
∎ Identify the requirements of FWA from associated sectors and data analysis from Transactional Procurement.
∎ Declare the FWA to all concerns with the summary and price list.
∎ Check, finalize and evaluate tender documents before floating.
∎ Confirm supplier's enlistment and Block Party Screening (BPS) before awarding any work.
∎ Support the Transactional Procurement team when required.
∎ Any other relevant task assigned by the management.

Additional Requirements:
∎ Minimum 07 years of experience in Procurement and logistics management.
∎ Experience of leading and managing small/medium team of minimum of 03 years.
∎ Capacity to lead and supervise all procurements like good, works and services including common and uncommon specialized services.
∎ Experience of working in an emergency humanitarian context in NGO/INGO.
∎ Demonstrated ability to communicate effectively at all levels in the company through oral and written forms such as presentations and reports.
∎ Ability to develop metrics, methods and procedures which drive results across projects, and provide linkage to corporate objectives. Excellent analytical skills are required.
∎ Experience performing detailed analyses of complex data or situations. Experience in reporting, and the use of spreadsheets.
∎ Identification of associated risks and threats related to strategic procurement and develop and generate risk mitigation techniques.
∎ Ability to adjust and cope with multicultural workplace.
∎ Strong communication and negotiation skills.
∎ Skills in operating Supply Chain software.
∎ CIPS level 2-3 completed.
∎ Strong in operating MS Excel and Bengali typing in Bijoy Bangla keyboard.
∎ Sound knowledge of supply chain process: (Purchase to Pay).
∎ 25% travel is expected.
