Job Context:

∎ The Pharmacist will work under the direct supervision of the logistics Site Manager based in Cox`s Bazar and the guidance of the Regional Pharmacist.

Job Responsibilities:
∎ Ensures and monitors implementation of the Quality Management System (QMS) for the delegation in compliance with the current QMS structure.
∎ Ensures that Good Distribution Practices (GDPs) are implemented and that health-care products are handled clearly so that they remain safe and effective.
∎ Ensures the implementation of global, field and site standard operating procedures (SOPs) and other documents related to GSDP processes, including the writing and revision of such documents, training of staff, production of updates and filing.
∎ Acts as responsible person and report to her/his Line Manager for all medical Quality Assurance activities and issues.
∎ Ensures that medical logistics settings in JD Edwards software are correct and appropriate for use.
∎ Files and archives any legal documentation.
∎ Ensures that effective, efficient and flexible services are provided to meet the needs of programs and health-care facilities receiving assistance; acts as a focal point for medical logistics matters and maintains close contact with health staff; ensures that updated order-status information is provided.
∎ Responsible for the medical stock management in the ICRC warehouse and must apply all the standards of ICRC medical warehousing.
∎ Helps maintain the country's stock-item list and contingency stocks; ensures that batch-recall procedures are in place and that quality complaints are followed up on with the Head Pharmacist and technical adviser.
∎ Keeps track of products' shelf life and submits lists of soon-to-expire batches to the Health Department.
∎ Ensures that the activities of the Logistics Department comply with national legal requirements, and is accountable for the importation, storage and distribution of narcotics and controlled drugs whenever applicable.
∎ Identifies, if needed, potential domestic suppliers of pharmaceuticals or other health-care products and helps assess whether the suppliers comply with GDPs and the products respect relevant legal requirements.
∎ Acts as legal representative of the ICRC's pharmaceutical services towards the national drug regulatory authorities.
∎ Monitors the changes in National Pharmaceutical Law/Regulations and ensures ICRC procedures are updated accordingly.
∎ Requests the NOC (Non-Objection Certificate) to the Directorate General of the Drug Administration (DGDA) and advise the IMPEX Officer for the request to MOFA (Ministry of Foreign Affairs) and other relevant authorities MoDMR (Ministry of Disaster Management Relief) for all medical items for the import permit and ensure that clearance is performed smoothly.
∎ Maintains direct communications with suppliers and the Regional Pharmacist/ICRC Geneva on the Quality and technical issues, putting the Logistics Country Manager on the loop.
∎ Acts as Health Department Adviser during the procurement of all the medical items through Third-Party Supply Chain.
∎ Follows up with the Health Department on any complaints from the field concerning quality with the upstream and maintains records.
∎ Participates in Health Department meetings when necessary and planning changes to current and new health programs.

Additional Requirements:
∎ Languages: Excellent fluency in spoken and written English.
∎ Computer skills: Excellent and proven command of Word, PowerPoint, and Excel.
∎ Professional requirements:
∎ Minimum 6 years of experience in drug storage and distribution.
∎ Understanding of procurement of drugs and other hospital supplies.
∎ Knowledge of Materials Management, Supply Chain Management and Contracts Management.
∎ Knowledge of various material acquisition processes.
∎ Knowledge of working procedure with Directorate General of the Drug Administration (DGDA) and related NOC process will be an advantage.
∎ Other skills: Evaluation, Analysis, and Results-Based Management.
∎ Good knowledge of the geographically assigned environment.
