∎ Required Experience:
∎ Minimum of 5 years of experience in health systems strengthening or project management, preferably within the NGO sector
∎ Experience working on health system strengthening-related projects will be an added advantage.
∎ Experience in working closely with government health departments, and local government institutions and other health facilities (NGOS and private).
∎ Experience to ensure the effective delivery of project activities
∎ Familiarity with government electronic data management systems and data collection tools.
∎ Minimally required organizational competencies:
∎ Software applications: Advanced knowledge of MS Excel, PowerPoint, Word, and Outlook.
∎ Language: Proven ability to write and speak using Bangla and English language.
∎ Communication and influencing skills: Excellent interpersonal communication skill.
∎ Relationship management: Demonstrated experience in management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple counterparts in the public, NGO and private sectors.
∎ Travel required:
∎ Substantial travel will be required within the districts (i.e., Upazila and below different health facilities); attend consultative meetings and workshop; some travel to Dhaka as well.
Responsibilities & Context:
∎ Position: Health Systems Improvement Officer (HSI Officer)
∎ Reportable: HSS Specialist and Cluster Manager
∎ Place of Work: Any District in Bangladesh
∎ Project: Strengthening Local Level Health Systems (SLLHS) – USAID Fund
∎ Contract Duration:
∎ Initial contract of one year with the possibility of extension through September 2029 subject to performance assessment and availability of funds.
∎ Assist Cluster Manager in developing detailed activity plans and timelines for project implementation at local level, ensuring that they align with the overall project objectives and donor requirements.
∎ Facilitate the development of Health System Improvement plans (HSIP) by district and Upazila level health Managers.
∎ Continuous capacity building of the District/upazila and facility level managers in planning and implementation of HSIP through resource mapping and resource optimization.
∎ Build capacity of the local level managers in engaging the local level stakeholders in identifying the equity, epidemiological and health systems gap analysis and HSIP development and execution.
∎ Provide continuous capacity building for local health managers to manage stewardship strengthening activities throughout the HSIP cycle.
∎ Support the local managers in HR planning including skill development, logistic procurement and planning, Quality improvement planning, emergency planning etc. for quality ESP service delivery from district/upazila and below level facilities.
∎ Liaison with local stakeholders including the USAID’s IPs within district and below for health systems improvement.
∎ Responsible to facilitate/support organize district level SLLHS events including HSIP development/pause and reflect sessions for learning and adaptation.
∎ Regular coordination with the GOB officials, local stakeholders, private sectors for building their capacity in HSIP implementation.
∎ Build the capacity of local managers to contribute to and facilitate the existing participatory budgeting process with local government, ensuring that health-related priorities are included.
∎ Build the capacity of health managers to operationalize emergency preparedness, including stakeholder coordination and community engagement, to trigger responses in alignment with the HISP plan. Documentation of Project initiatives, challenges and lesson learned.
∎ Build capacity of the local level managers in engaging the local stakeholders including the local government, NGOs, other development partners and the communities in HSIP development and implementation. Assist to document and identify advocacy strategies at local level aimed at improving access to government health services and strengthening the local health system.
∎ Collecting data for MEL&R reporting.
∎ Contacts and Key Relationships:
∎ The Health Systems Improvement Officer (HSIO) will report to the District cluster manager programmatically and HSS specialist administratively and will work closely with the Data management officer.
∎ Regular interaction with district and sub-district health officials of government, local level managers of Private sectors, government representatives, and other local stakeholders is expected.

∎ RTMI is inviting applications from qualified candidates (08) for the position of Health Systems Improvement Officer (HSIO) for a key donor funded project, which addresses local level health systems capacity to deliver quality public health services. The project will help district and upazila managers and their teams through a facilitative approach to capacity strengthening to strengthen the health system.

∎ RTMI will work in a consortium to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the district/local level. We are looking for dynamic and competent individuals to support local level health managers and other stakeholders to strengthen the health systems function.
