Educational Requirements:
∎ Master of Science (MSc) in geoinformatics
∎ At least Master’s Degree or equivalent qualification in GIS/Remote Sensing, geoinformatics, or related fields
∎ Extensive and demonstrable knowledge in geospatial data management and analysis, image processing, spatial modeling, data conversion and validation, quality check, visualization and map production
∎ Strong background in open-source GIS/remote sensing applications, e.g., QGIS, SAGA GIS, Geoserver, etc., and/or experience in ArcGIS, ERDAS, ENVI, etc.
∎ Knowledge of GIS libraries like Leaflet and Mapbox is preferred
∎ University of Dhaka,Bangladesh University of Engineering and Technology students will get preference

ArcGIS, ERDAS, geoserver, SAGA GIS
Job Responsibilities:
∎ Assess, identify and collate relevant datasets, and ensure that these conform with spatial data standards and interoperability with other datasets to be integrated/analyzed in the DSSs (water and livestock sectors) being developed by CARE Component 1 in Bangladesh, and where relevant, in the RDAS. As necessary, the GIS Specialist will coordinate with government institutions, research organizations, and other entities on geospatial data sharing, access, and others relevant
∎ Develop a comprehensive database for weather/climate and sectoral information corresponding to the requirements of the DSSs being developed in Bangladesh and in relevant cases, in RDAS. The GIS Specialist shall develop a detailed data catalog of geospatial datasets analyzed, collated, and curated, for ease in the identification, location, retrieval, and analysis of such datasets. As necessary, the GIS Specialist shall perform geo-coding and meta data preparation for data cataloguing and/or required data analysis
∎ Perform analysis, by applying analytical and other methods, to respond to the geospatial data requirements of the DSSs in Bangladesh and RDAS
∎ In coordination with the rest of the RIMES Systems Development Team in CARE Component 1, regularly assess and address gaps in geospatial data availability and requirements, as the DSSs and RDAS information products evolve. As necessary, the GIS Specialist shall advise relevant members of the Systems Development Team on these gaps and requirements, for strategic planning and execution of actions for addressing relevant issues, concerns, and challenges on data acquisition and analysis
∎ Capacitate government focal points in geospatial data acquisition, processing, analysis, and curation, as may be relevant, and prepare Training Guides/Manuals for the same (narrative and/or video tutorials). The GIS specialist will also provide inputs, in coordination with the rest of the members of the Systems Development Team, to the Operations and Maintenance Manual of the DSSs in Bangladesh, and where relevant, of the RDAS.
∎ In coordination with the rest of the Systems Development Team, regularly obtain feedback from stakeholders on data requirements, and/or feedback/recommendations for enhancing data availability, analysis, curation, and presentation, and capacity building, among others
∎ As necessary, participate and provide inputs in discussions, meetings, trainings, workshops, and other project-relevant activities
∎ Others, ay may be required by CARE Component 1
∎ Analysis of DSSs product targets, currently available and analyzed datasets, and identification of data/datasets requirements for onward work
∎ Acquisition, visualization, analysis/processing, and/or curation of data/datasets corresponding to the requirements of the Bangladesh DSSs, and in relevant cases, to the RDAS
∎ Regular assessment of evolving geospatial data gaps, and stakeholders’ feedback
∎ Provide inputs to DSS trainings
Additional Requirements:
∎ Age 25 to 35 years
∎ At least 5 years of experience in GIS/Remote Sensing, for generating information products for sectoral (e.g., agriculture, finance and planning, water, transport, etc.) applications
∎ Demonstrable experience in using Python for geospatial data analysis and automation, and in using Google Earth Engine API
∎ Demonstrable experience in installation, management, and administration of geospatial software, including troubleshooting of GIS/Remote Sensing related issues
∎ Demonstrable experience in geospatial integration projects and/or GIS-relevant capacity building activities
∎ Demonstrable ability to digest complex technical information and convey them in easy-to-understand forms to a variety of stakeholders
∎ Strong written and verbal command of Bengali and English languages
∎ Excellent analytical and problem-solving skills; demonstrable ability to plan and organize work independently; excellent interpersonal and communication skills; high commitment to responsibility and work quality; ability to work effectively and efficiently independently and/or within a multi-cultural team; openness/receptiveness to critique for enhancing work and outputs.
