∎ Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, and communications;
∎ Experience of developing/implementing a complex and standard supply chain to support emergency programmes and coordinating resources to meet the programme objectives;
∎ Demonstrated hands-on skills on MS Office packages including Microsoft Office, Excel, Power point, Outlook etc;
∎ Excellent verbal and written fluency in both Bangla and English;
∎ Proven track record in managing and supervising logistics or other staff;
∎ Ability to synthesize and analyze complex information, and make clear, informed decisions;
∎ Experience of advising and supporting others at all levels with logistics aspects of a programme, including strategic thinking and planning;
∎ Experience of creating and monitoring budgets and working with compliance regulations;
∎ Ability to build relationships quickly with a wide range of people, both internally and externally;
∎ Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
∎ Knowledge of institutional donor requirements. (EC, ECHO, ACT Appeal, DFID, and UN agencies).Knowledge of financial standards required by donors;
∎ Knowledge of local financial standards and legal framework IAS, IFAS and BAS;
∎ Experience of writing and reviewing financial reports;
∎ Considerable experience in dealing treasury, maintain books of accounts and payment;
∎ Working Experience in Accounting software preferably SUN system;
∎ Ability to provide need base training;
∎ Ability to undertake frequent field visits.

Responsibilities & Context:
∎ Responsible for the overall administrative and financial responsibilities of the project;
∎ In collaboration with other colleges, ensure smooth payment process with vendor, maintain books of records, support staff for their expenditure claim, float maintain;
∎ Financial capacity building delivered to logistic department includes procurement, reporting, compliance and how to deliver training;
∎ Meeting financial reporting requirements placed on them by institutional donors;
∎ Compile monthly rolling budgets and monitor daily expenditures, reconciliations, and bank accounts, and make necessary recommendations to ensure compliance with donor and GUK financial, procurement, and accounting requirements;
∎ Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative functions;
∎ Engage with relevant external stakeholders (IRC, government officials, landlords, service providers, etc.) on administrative matters and help to ensure required authorizations and documents are up to date;
∎ Oversee the procurement of both office and program-related goods and services in line with GUK and donor requirements;
∎ Ensure Income Tax and VAT deduction and deposit as per GoB rules;
∎ Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all project staff;
∎ Smooth processing of payment to staff and vendors with quality accounting;
∎ Keep track of all donor compliance requirements and ensure adherence;
∎ Responsible for the overall procurement and logistics responsibilities of the project;
∎ Implementing the logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing and stock management, and for the management of vehicle fleets, communication systems;
∎ Financial capacity building delivered to logistic department includes procurement, reporting, compliance and how to deliver training;
∎ Establish minimum standards of logistics procedures in line with GUK and IRC policies and roll out of these, ensuring the standards are adhered to relevant staff as required;
∎ Support to develop an annual procurement plan for the assigned programmes in line with organizational policies and procedures;
∎ Initiate and establish a vendor enlistment process based on the Annual procurement plan of the programme;
∎ Managing and supporting logistics staff including drivers, Warehouse Assistants or warehouse related concern persons, clear division of responsibilities, clear objectives, and management of performance related with this programme;
∎ Providing advice and support on logistics issues, and collaborating with staff on budgets, technical aspects of the programme, and implementation mechanisms as required;
∎ Where appropriate, be responsible for developing and implementing emergency preparedness strategies across the logistics aspects of the operation;
∎ Ensuring implementation of the security protocols for the drivers for the assigned programme;
∎ Perform any other activities as per the requirement of the programme assigned by the line manager if required.
