Job Context:

Job Responsibilities:
∎ Review the current IRC's COVID-19 response strategy to ensure that is it is aligned with the MoH revised COVID-19 response strategy as well as responding to the current needs/tends of the outbreak.
∎ Coordinate and collaborate with the Country Program, particularly CD, DDP, DDO, Finance Controller and Health Coordinator.
∎ Contribute to the IRC's strategic response plan for COVID-19 response.
∎ Oversee IRC's COVID-19 response activities, ensuring high quality in accordance with technical best practice and IRC approaches.
∎ Ensure that COVID-19 response project meets high standards in design, monitoring and evaluation through IRC's Project Cycle Management System.
∎ Update program SOPs and protocols based on the most available guidance and evidence.
∎ Ensure clinical management and infection prevention and control procedures are being applied by clinical staff according to a strict protocol.
∎ Support the collection and timely reporting of data and statistics for health programs in line with IRC guidelines and according to internal and donor requirements.
∎ Provide technical support for organization of the PPE, drug management, and medical supply systems.
∎ In-conjunction with supply chain, and medical logistician, overall supervision of medical supply forecasting, procurement and distribution for the COVID-19 response.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
∎ Lead project review process with the health coordinator, Clinical Lead, M&E Coordinator to ensure project is managed according to Results Based Management.
∎ Lead the process of implementing Core Humanitarian Standards (CHS) plan. He/She will ensure that all staff understand the requirements of the CHS for good programming. Support the Program staff apply CHS practice in all aspect of project implementation.
∎ Develop and maintain effective working relationships with other actors, donors, and key stakeholders and raise visibility around IRC's response.
∎ Establish and maintain networks with UN, INGOs, MOH, and local partners at local level to promote effective collaboration.
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.
∎ Provide a strong and thorough handover at the end of deployment.
∎ This position may enter the red zone/wet area of the isolation unit.
Additional Requirements:
∎ 10 years' experience leading complex on site emergency health response projects and/or programs requiring extensive judgment and interpretation. Diverse geographical professional experience preferred.
∎ Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
∎ Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
∎ Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.
∎ Excellent verbal and written skills in English and French required.
