Job Context:

∎ Contract length: December 31, 2020 (with possibility of extension subject to funding, program needs and performance of incumbent)
Job Responsibilities:
∎ Clinical Technical Support:
∎
∎ Provide direct clinical care, working closely with the other health facility/medical team and clinical staff to ensure the delivery of high quality comprehensive emergency and primary healthcare services
∎ Provide technical advice and supervision to Doctors, Nurses, Midwives and other staff in the facility
∎ Manage Medical, Pediatric and Obstetric emergencies presenting to the PHCC, ensuring appropriate referral as needed
∎ Provide clinical support to the teams and clinicians. Monitors prescriptions and conducts audits to ensure legitimacy and clinically justified based on WHO/MoH protocols
∎ Oversee the provision of quality care within the PHCC, ensuring consultations and treatments are in line with relevant clinical protocols, guidelines and standard methodologies
∎ Ensure that IMCI protocols are implemented and followed by all staff (MA, Nurses, Midwives, vaccinators)
∎ Ensure appropriate infection prevention and control measures are in place at the PHCC and monitor staff adherence
∎ Ensure patient confidentiality is respected, and that all consultations are conducted in a dignified and respectful manner
∎ Staff Supervision & Development:
∎
∎ Provide leadership in clinical practice and act as a resource and role model for clinical practice.
∎ Direct supervise medical doctors and provide leadership, supervision and support to other staffs in the facilities
∎ Develop work schedules and roaster for medical doctors according to the needs and workload
∎ Identify the training needs of clinical staff and facilitate how to appropriately meet those needs
∎ Assist the Senior Health Manager to conduct clinical competence of staff in facility
∎ Project Management:

∎ Responsible for the overall technical over sight of the PHCC services
∎ Ensure a positive relationship with MoH and other stakeholders in the catchment area
∎ The Clinical Supervisor(s) will perform as focal person to maintain communication with the camp level authorities
∎ Ensure regular inventory and consumption tracking of medical drugs and supplies and follow up the availability of medical supplies, equipment and medications
∎ Monitoring & Reporting:
∎
∎ Ensure all patient consultations are documented and patient records completed
∎ Assist the line manager to collect accurate data, compiling relevant report and submit on timely manner
∎ Discuss regarding monthly program data analysis also with the health staffs to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points
∎ Work with the M&E team to produce and analyze weekly reports and ensure timely submission of all such reports
∎ Other Duties:

∎ Maintain communication between the IRC and filed stakeholders and other sectors by attending relevant meetings and provide feedback to his/her supervisor
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.
Additional Requirements:
∎ At least 3 years' clinical experience in primary and emergency healthcare, tropical infections and diseases, Integrated Management of Childhood Illness, Emergency Obstetric Care, Syndromic Management of STIs and clinical care of sexual assault survivors
∎ Registered and licensed to practice by the Country's Medical Board
∎ Experience in management of health facilities and staff, including previous experience of supervising and mentoring other health staff
∎ Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives
∎ Skills to provide sensitive and appropriate medical counselling
∎ Excellent communication skills, good spoken and writing of concise reports in English
∎ Required to be team oriented with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy
∎ Required to be able to and willing to assist with carrying patients on stretchers and carrying equipment
∎ Ability to be innovative, flexible, adaptive, and willingness to work in potentially stressful and challenging environments
∎ Ability to live in challenging conditions
