Job Context:
∎ GIZ Bangladesh is currently seeking applications for its project "Urban Management of Internal Migration due to Climate Change (UMIMCC)/Urban Management of Migration and Livelihoods (UMML)" for the position "Advisor - Livelihood and City Coordination".
∎ Band: 4T
∎ Contract Duration: For 1 year (with possibility of extension)
∎ Job Location: Sirajganj (Occasional Field Visit Required)
∎ Project Background:
∎ Urban Management of Internal Migration due to Climate Change (UMIMCC) / Urban Management of Migration and Livelihoods (UMML) project is being implemented in cities cities/towns in Bangladesh. It aims at improving the living conditions of climate migrants, vulnerable urban poor, and EU-returnees in selected urban areas. Thereby, it follows an integrated livelihood approach with activities being implemented several fields of action, including (i) employment qualification, (ii) the improvement of the access to public social services, and (iii) the participatory planning of poverty reduction measures. The project cooperates closely with the relevant governmental and non-governmental organizations and service providers, as well as with international partners to achieve its objective.
∎ The position will be placed in Sirajganj Paurashava/Municipality. Frequent business travels to Dhaka may occur.
Job Responsibilities:
∎ The position holder is responsible for:
∎ managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ advise supervisor on all task when implementing GIZ rules and regulation
∎ advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ make decisions which have a short-term effect within a limited project area/ unit
∎ assist supervisor to identify day to day problem and suggest appropriate solution
∎ Tasks:
∎ Coordinate the implementation of activities to improve the livelihoods of the project's target population in Sirajganj, in close cooperation with contracted parties
∎ Coordinate and communicate with the project partners in Sirajganj (e.g. Paurashava, Urban Social Service (UCD) Office, Department of Social Services (DSS) office, community development committees (CDCs))
∎ Support the operational planning of the project as well as contribute to the continuous monitoring of the advancement and quality of the project's activities and results, in line with GIZ requirements.
∎ Participate in GIZ knowledge exchange activities about urban poverty reduction at country, regional level.
∎ Monitoring of activities in Sirajganj, including identification of the implementation challenges of project activities and elaboration of proposals how to address them, in close cooperation with the supervisor.
∎ Furthermore, the following duties apply:
∎ Participate regularly in team meetings and provide relevant and up-to-date information about the on-going implementation progress.
∎ Accompany, monitoring and evaluate the implementation of all contracts including financial aspects and regard to factual correctness.
∎ Sum up and synthesize the collected information for feeding progress reports.
∎ Identify support needs regarding capacity development for the implementing partners.
∎ Assist in the organisation and the conduction of trainings and workshops in Sirajganj
∎ Assist to maintain communication, liaison and facilitation with the implementing partners/agencies, community representatives whenever required/advised.
∎ Organize exchange meetings between/among the implementing partners on specific topic as and when required and conduct field visit in the selected partner communities in the Sirajganj Paurashava/Municipality, when required.
∎ Undertake any other tasks assigned by the supervisor/team leader
Additional Requirements:
∎ Professional experience
∎ At least 4 years of professional experience, preferably at least 2 years of professional working experience in urban social development and/or with Local Government Institutions (including internships or other work experience).
∎ Proven knowledge and expertise in at least one of the following areas: (i) urban livelihood development, (ii) gender equality, (iii) social services, (iv) Community mobilization and participatory planning
∎ Other knowledge, additional competences
∎ Ability to work well under pressure and work constructively as a strong team player
∎ Good interpersonal and communication skills are essential
∎ Fluency in English is essential
∎ Ability to work in an intercultural environment
∎ Ability to plan and prioritize work in line with agreed strategies and workplans and to adjust priorities and plans
