Responsibilities & Context:
∎ VTE will supervise effective implementation of all course and curriculum related activities for selected refugee learners and ensure compliance to all performance standards, policies and objectives, and perform regular academic and administration tests and perform assessment for same.
∎ VTE will supervise the overall academic activities of the UNHCR training centers established in the refugee camps and will guide the VTS, AT and VS directly for all educational and KOBO management operation of the project with the support of Senior Monitoring and Evaluation Officer (SMEO).
∎ One of the key jobs for the VTE will be to work alongside the VTS, AT and VS to ensure the standardisation of selection, enrollment and assessment practices for the learners of those selected trades so that learning outcomes are met appropriately.
∎ H/She will also need to regularly observe trainer and assessor performance, providing constructive feedback and organise ToT.
∎ To ensure standards and other related requirements of Awarding Organizations and external agencies are met and exceeded.
∎ To develop and follow internal policies, procedures and documentation for the carrying out and maintenance of quality systems.
∎ To coordinate the timely registration and certification claims for learners.
∎ To provide all required assistance to the VTS, AT and VS to implement Technical & Vocational Education and Training Module & Manual, and assist to Senior Officer-Job Placement (SO-JP) for Self & Wage employment opportunity of the Graduates with the communicate of related stakeholders of the vocational skills development program.
∎ To help and guide the designated team member to develop monitoring tools according to the project indicators and submit to the higher management in time.
∎ To ensure that the codes of conduct in line with the organizational policy are being strictly maintained & all staff members are fully oriented with safeguarding and PSEA rules.
∎ To maintain a very effective communication and rapport building with the corresponding camp management (CiC office) and other key stakeholders including the other co-partners of the Skills Development component regarding learners’ self-employment/wage employment and ensure timely coordination for regular updates.
∎ To create regular monthly report, progress and achievement for both organization’s management and the partners.
∎ To maintain appropriate records of quality assurance, assessment, registration and certification activities.
∎ To disseminate information and feedback from monitoring activities and ensure all actions are addressed by indicated timescales.
∎ To assist project implementation team in conducting regular/monthly and need based meetings.
∎ Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
∎ To ensure logistics and security to the project’s staff as per organization’s policies and procedures in coordination with logistics department.

∎ Project Brief: Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox's Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox's Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM), Electrician (Building), and Bakery and Pastry Staff (BPS). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project's main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) Programme has been launched during the last quarter of 2023 which became known as the Complementary Pathways Programme (CPP) in 2025, aims to enhance labor mobility and empowerment of Rohingya refugee graduates who successfully complete the Level-1 certification course. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, 'work ready' cultural orientation, and fundamental ICT skills. The project overall aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.
∎ Job Statement
∎ The Vocational Training Expert (VTE) is the key person who is responsible for planning and contributing towards the Competency Standard (CS) and Competency Based Learning Materials (CBLM) development and delivery of different skill development vocational programs under the project for the targeted beneficiaries at camp level. VTE will be responsible for overseeing and coordinating different trades selected, based on the curriculum provided by UNHCR and ensure support to implement the activities in the refugee camps where designated training centers are established by UNHCR. S/he will ensure timely delivery of the vocational course(s) and the successful completion through external assessment followed by certification, following the humanitarian principles and sector guidelines and standard. S/he will closely work with the Skills Development Manager (SDM) to implement the training curriculum for the assessment-based trade for the refugee beneficiaries and will facilitate them to engage with work placement/ employment during/ after receiving the vocational training from the project. S/he will also act as the Internal Quality Assurer and will provide technical guidance to the Vocational Training Specialist (VTS), Assistant Trainer (AT) and Vocational Supervisor (VS). S/he will perform his/her task with close collaboration and under the supervision of Skills Development Manager (SDM).
