Job Responsibilities:
∎ Logistics Support and Inventory Management:
∎ Inventory Management: Assist CMSD/DGHS logistics personnel with order processing, receiving procedure, storing commodities, issuing supplies, maximum-minimum stock level, average monthly consumption, lead time, stock on hand, safety stock, record keeping, waste management, physical inventory
∎ Warehouse Management: Work with relevant GOB officials to introduce warehousing best practices at different levels of CMSD/DGHS logistics systems. Orient staff to and introduce storage guidelines, store layout principals, optimum utilization of storage space, commodities location, proper use of MHE
∎ Distribution and transportation: Assist in preparing distribution plan, follow push-pull system, delivery schedule, considering storage capacity, analysing consumption data, following first expiry, first out method, route planning
∎ Pharmaceutical Management Information System: Keep all the MIS tools functional at all levels. Provide on job training to CMSD officials and field level staff of DGHS staffs on different tools (CMSD eLMIS, DGHS eLMIS and its interoperability including reporting and recording mechanism and the rational use of data in decision making.
∎ Asset Management System: Work with CMSD and district hospitals and other health facilities for scaling-up electronic asset management system through the country
∎ Performance Monitoring: Conduct joints visit with respective managers to visit DRSs, Upazila Health stores, clinics (both GOB and NGO), to build their capacity for effective monitoring performance in logistics management and provide on the job training if required.
∎ Inventory Management: Assist CMSD, DRSs and upazila health stores personnel during conducting physical inventory of commodities as and when necessary.
∎ Capacity Building:
∎ Undertake capacity building activities with MOHFW/CMSD/DGHS staff members responsible for supply chain functions through mentoring, developing master trainers, facilitating in-house training, and on-job training etc.
∎ Work with senior team members, CMSD and other relevant counterparts of MOHFW and DGHS to build sustainable capacity for effective asset management system at the district hospitals in the country
∎ Assist CMSD/DGHS in implementing condemnation process for effective disposal of unusable/slow moving/obsolete items at health facilities in light with approved condemnation guideline.
∎ Share findings and feedback with regional, district level managers and counterparts in DGHS and recommend possible solutions with their interventions.
∎ Undertake joint monitoring visit with regional counterparts and assist them in using monitoring checklist and build their monitoring capacity as well.
∎ Coordination:
∎ Represent MTaPS program in different forum and working group meetings at national and international level.
∎ Participate in logistics management related different working groups meeting and discussion forum and discussed different logistics management issues.
∎ Prepare and submit monthly monitoring visit report to the Senior Technical Advisor (STA).
∎ Perform any other duties that may be assigned by MSH.
Additional Requirements:
∎ Significant experience in public health with at least three years of experience (with a Bachelor's) or one year of experience (with a Master's) related to pharmaceutical management and or supply management or relevant public health program, preferably in work funded by USAID.
∎ Experience in providing technical assistance in public health program/projects especially supply chain management program implemented by international organizations.
∎ Experience and ability working with senior government officials.
∎ Strongly prefer experience with USAID and other donor agencies.
∎ Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
∎ Excellent interpersonal skills, communication skills, training experience, ability to identify and resolve policy and operational constraints.
∎ English fluency required including speaking, writing, and reading.
∎ Excellent written and verbal communication and presentation skills in English.
∎ Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint. Familiarity with Microsoft Project a plus. Working experience in automated inventory management system will add additional value.
∎ Self-motivated, strong initiative, ability to handle multiple tasks simultaneously; excellent interpersonal skills, sound judgment, and ability to work effectively in a team spirit.
∎ Meet deadlines with attention to detail and quality.
