Educational Requirements:
∎ Candidates should have a Bachelor Degree in business administration, operations management or supply Chain management. Masters degree also preferred
∎ Candidate with electric & electronics, computer or mechanical engineering academic background are also encouraged to apply with supply chain & procurement working experience.
Experience Requirements:
∎ At least 5 year(s)
Job Responsibilities:
∎ Collect the need from the sectors annually and as per new grants
∎ Compilation of the need from all sectors and evaluation.
∎ Evaluate the urgency and the volume and set priority
∎ Define and select the sourcing method as per evaluation and policy
∎ Prepare the RFI/RFQ/RFP as per the user’s requirement and sourcing method.
∎ Float the RFI/RFQ/RFP as per appropriate method (Restricted/Open/International)
∎ Conduct Pre-bid Meeting if it is open tender
∎ Follow the tender opening process with an opening sheet
∎ Collect and compile the proposals and evaluate all the proposal for pre-selection criterion, technical and financial proposals
∎ Collect feedback from other clients regarding their performance of shortlisted suppliers and ensure Block Party Screening on shortlisting
∎ Visit the suppliers’ office, factory in case of new supplier.
∎ Involve the procurement Committee basing on the Level Of Authority (LOA) and present the evaluation process, disqualification if any, selection and awarding issues.
∎ Maintain the transparency and compliance as per WV policy
∎ Check the quality and sample before finalization of award and get confirmation from the users.
∎ Document all facts and figures in the comparative bid analysis and get it approved by the appropriate authority.
∎ Negotiation and verification and market assessment in case of requirement
∎ Award the contract duly approved by the appropriate authority.
∎ Handover the contract to the Procurement Team for implementation and sample to the Warehouse Staffs to ensuring deliver as per sample.
∎ Renew the contract regularly on expired followed by performance evaluation.
∎ Contract management and amendment in case of any requirement.
∎ Consider the security and legal concern for any applicable issue.
∎ May need to do some procurement in case of any urgency as instructed by Procurement Coordinator.
∎ Define the category of various products
∎ Enlist and communicate with potential supplier in the cox’s Bazar market
∎ Evaluate their profile and visit for verification of information provided.
∎ Verify performance and reference check from other clients
∎ Do the Block Party Screening
∎ Do the needful to create the supplier ID in software for payment and financial transaction.
∎ Review their performance and enlistment after every 02 years interval.
∎ Communicate with the internal and external stakeholders for any issue related to specification budget, quality conformance and process related issues.
∎ Study the policy regularly and avoid any non-compliance issues
∎ Report all complexities and deviations to the supervisor/line manager
∎ Support the supervisor and business analyst by providing data on various factors.
∎ Clear understanding on procurement process related documentation and audit queries.
∎ Manage the Procurement within the minimum lead time
Additional Requirements:
∎ Age 30 to 42 years
∎ Special experience on contracting and contract management and Frame Work Agreement (FWA)
∎ Clear understanding on financial and organizational risk associated with external stakeholders/suppliers/vendors/consultants while contracting.
∎ Computer Literacy with MS Word, MS Excel, MS Power point and Supply Chain Management software
∎ Knowledge on database management and process filing documentation knowledge.
∎ Ability to communicate in English fluently in all forms of communication (Reading, writing, speaking and listening)
∎ Ability to cope up and mix up with multicultural and multi-linguistic people
∎ PGD or training from reputed organization on Supply Chain and procurement management is preferred.
∎ Knowledge on Public Procurement (PPP) development organizations policy and compliance issues will be preferred
∎ Experience of working in emergency response in the development/government sector will be highly preferred.
∎ Ability to undertake extensive work pressure continuously.
∎ Ability to communicate with external and internal stakeholders confidently, politely with logical argument.
∎ Candidates with degree on Law (LLB), compliance, and Labor Law issues will be given preference.
Salary: Tk. 90000 (Monthly)
