Educational Requirements:
∎ Bachelor Degree or Post graduate Diploma in Civil engineering or water resource engineering
Experience Requirements:
∎ 3 to 5 year(s)
Job Responsibilities:
∎ Coordinate the implementation of the project’s infrastructure related activities; community water supply system, fecal sludge management and solid waste management system.
∎ Conduct technical assessments and data analysis, construction tracking.
∎ Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of project WASH infrastructure.
∎ Provide overall follow up and supervision of the engineering works related to the project
∎ Inspect all WASH Infrastructure and provide certification reports
∎ Provide technical expertise related to the planned infrastructure works carried out by the project
∎ Monitor expenditures, budgets, and track activity expenses; ensure that appropriate action is taken in a timely fashion
∎ Define the reference standards to be adopted in the planned WASH infrastructure
∎ Develop Bills of Quantities (BoQs), and tender documents & prepare measurement bills.
∎ Prepare and launch tender bidding procedure for construction contractor(s)
∎ Develop and execute a capacity building plan for World Vision Water, Sanitation, & Hygiene (WASH) staff.
∎ Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide World Vision’s WASH Infrastructure interventions, drawing from international best practices, along with field specific observations.
∎ Liaise between the project’s stakeholders and beneficiaries
∎ Actively coordinate with key stakeholders (e.g. NGOs, universities, UN agencies, government) related to WASH Infrastructure
Additional Requirements:
∎ 3-5 years’ experience in an infrastructure project with special focus in community water supply system, fecal sludge management system (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring)
∎ Independent, self-starter and creative
∎ Strong English communication skills (oral and written)
∎ Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
∎ A high level of diplomacy and networking skills is required
∎ Strong capacity building and facilitation skills
∎ Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
∎ Ability to work without supervision
∎ Ability to work in and contribute to team building environment
∎ Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
∎ Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
∎ Good command to use AutoCad and ArcGIS to prepare construction drawing and as-built drawing
∎ Experience in managing infrastructure works, partners and facilitating capacity building of technicians, engineers and WASH committee.
