Job Context:
∎ The Project Management Assistant position is located in the Democracy, Human Rights, and Governance (DRG) Office, which is responsible for design, implementation and achievement of USAID/Bangladesh Development Objective 1 (DO1) “Citizen Confidence in Government Institutions Increased.” The primary purpose of the position is to monitor results and financial status of agreements and counterpart initiatives that contribute to desired results under this DO. Together with the team lead, but exercising considerable autonomy, the Job Holder will be one of the main Mission links with other organizations in Bangladesh focusing on political processes and civil society. The Job Holder also will work with the Political Processes and Civil Society Team Lead on program design, monitoring and implementation. S/he will support the DRG Office Director and Deputy Director and represent the Mission DRG team at meetings and events.
∎ The primary roles of the position are: 1) manage activities under the Political Processes and Civil Society portfolio as primary or alternate Agreement Officer’s Representative (AOR) and Contracting Officer’s Representative (COR), 2) provide administrative support to the Political Processes and Civil Society team, and 3) independently conduct monitoring and evaluation of activities under the Political Processes and Civil Society portfolio, 4) participate in strategic planning and program design.

Job Responsibilities:
∎ The Project Management Assistant may be assigned to work exclusively on one or more DRG programs and his/her contribution to the DRG Office will include the following responsibilities:
∎ 1) Project Management and Support
∎ Draft, prepare and process project documentation related to regular activity and activity planning, including procurement requests, implementation letters, waivers, correspondence, briefing papers, memoranda and other program documents related to political processes and civil society, as required for the Democracy, Human Rights, and Governance Office. Such documents may include internal memos, annual report narratives, letters to the government and NGO counterparts, site reports, technical papers, budgetary tables, statistical information and matrices containing technical terminology and other numeric data. The Job Holder also will prepare draft and final documents using computer software, such as Microsoft Word, PowerPoint, and Excel and perform data processing and analysis, as appropriate, and prepare final versions of documents. S/he will track documentation through the Mission clearance process, serve as primary and/or alternate Contracting/Assistance Officer’s Representative (COR/AOR) to selected projects and Activity Manager as appropriate. The Job Holder will ensure timely closeout of grants and contracts in the Political Processes and Civil Society portfolio, conduct analysis and prepare documentation to resolve audit findings and recommendations, and contractor/grantee performance evaluation. S/he will prepare final project status reports, disposition of non-expendable property and memoranda recommending final close-out of grants/contracts, audit or project, in consultation with the Office of Acquisition and Assistance (OAA) and the Office of Finance and Management (OFM).
∎ 2) Administrative Support
∎ Support travel and logistics for Political Processes and Civil Society Team field trips, and meetings and Regional Security Office movement requests. The Job Holder will ensure Global Acquisition and Assistance System (GLAAS) inputs are completed correctly with accurate budget codes, illustrative budgets for funds control, and availability of funds. S/he will ensure all required documents are attached to the GLAAS request.
∎ 3) Monitoring and Evaluation
∎ The Project Management Assistant is responsible for tracking the progress towards achieving the DO1 objective under the Political Processes and Civil Society portfolio. S/he will conduct regular field visits to monitor the performance and progress of projects, keep track of achievements set against goals, and draft operational narratives. S/he will assist USDH and FSN staff in analytical tasks related to project implementation. Participate independently in site visits and monitor project progress on the ground. Identify and report on implementation problems or delays. Prepare written reports on site conditions. Provide feedback and suggest changes and corrective measures to the primary CORs/AORs and/or implementing partner.
∎ 4) Strategic Planning and Program Design
∎ The Job Holder will actively participate in designing and implementing political-process and civil-society initiatives. S/he will edit various implementation-related documents, such as project Monitoring and Evaluation and Learning (MEL) plans and quarterly/semi-annual and annual reports. The Project Management Assistant will support the senior project manager and program assistants in carrying out regular program planning and implementation tasks, such as producing briefing papers, memoranda and correspondence. S/he will provide judgment and input to program decisions on political processes and civil society issues and participate in developing and revising the results framework, performance-monitoring plan, and serve on Technical Evaluation Committees

Additional Requirements:
∎ Minimum of five years of progressively responsible work experience in development-assistance, program monitoring and planning, analysis, presentation and management of data in both written and oral form, preparation and tracking of project documentation for International development organizations, which includes a minimum of two years specialized experience working on political processes and civil society issues
