Job Context:
∎ We are currently seeking a Program Manager - SDRS III based in Dhaka for the Scaling up Diabetic Retinopathy Services (SDRS) project of Helen Keller Intl. Bangladesh.
∎ The Program Manager -SDRS III will work closely with the Physicians and Paramedics of the National Institute of Ophthalmology & Hospital (NIOH), Pabna Diabetic Somity Hospital, Gachpara, Pabna, Kashinathpur Swasthoseba Kendro, Kashinathpur, Santhia, Pabna, Narayanganj Diabetic Hospital, West Deobhog, Nagbari, Narayanganj, Shaheed Ziaur Rahman Medical College, Bogura to increase access to high-quality, systematic screening and early detection and treatment of Diabetic Retinopathy (DR) to the residents of above mentioned districts under the supervision of the Head of Nutrition & Health of Helen Keller Intl. Bangladesh. The staff will be stationed in NIOH, Dhaka.
∎ Time required in job to reach effective performance: Probation period - 3 months
Job Responsibilities:
∎ Supervision and Monitoring of activities implemented by all staff under this project and indirect supervision of the partner staffs
∎ Monthly field visit to all diabetic retinopathy screening centers representation of Helen Keller Intl. on various meetings of NEC and INGO forum and other stakeholders meetings
∎ Conduct monthly meetings of DR team and documentation of meeting
∎ Monthly Reporting of activities on including ICM
∎ Coordinate with NIOH and other partner hospitals assigned focal person for various activities to ensure smooth functioning of the clinics
∎ Ensure monthly online iTAT test has been taken by all the DR team members
∎ Ensure smooth service of Internet and coordination with vendor for payment and other issues
∎ Keeping updated inventory of the clinic items and share it with appropriate authority as and when required
∎ Keeping regular contact with Helen Keller Intl. IT focal person and NTS for smooth functioning of Retinal camera and Optomize software
∎ Coordinate with finance department for summary budget report and provide necessary feedback for any development
∎ Increase awareness about the eye health consequences of diabetes and improve the health-seeking behavior among diabetics through screening and communication activities. They will consult with experts in DR screening and treatment from Moorfield's Eye Hospital-UK,
∎ Maintain Liaison With Government stakeholders for smooth collabotation and update the program progress regularly
∎ Improve the knowledge and awareness of health care professionals about detecting and referring diabetics for eye screening and counseling of diabetic patients.
∎ Support the effective functioning of screening centers, including image capture, reading, and grading, at NIOH and other partner hospitals to review fundus photos and identify the presence of DR and assess its severity.
∎ Ensure training of a minimum of 6-8 health care professionals to take, read, and grade fundus photos at NIOH and at least 2 health care professionals to counsel diabetic patients.
∎ Implement a referral management system that ensures that poor patients found to have DR receive the ongoing care required to effectively treat this disease
∎ Implement a patient tracking system that monitors and records screening and follow-up.
∎ Ensure quality assessment of screening center and counseling.
∎ Work with NIOH to develop materials to assist in tracking visits, diagnoses, and treatments
∎ Work with partner organization to design a behavior change communication strategy and activities to motivate awareness of need for screening, participation in screening, and compliance for follow-up among diabetics and their families
∎ Explore cost recovery strategies that will help to achieve long term sustainability and provide consistent access to DR services for the poor.
Additional Requirements:
∎ Minimum 10 years of relevant experience with at least 5 in supervisory capacity;
∎ Documented leadership and project management experience;
∎ Must be able to work with others and manage a large team of people - problem solving will be important;
∎ Must be able to work in both government and private healthcare environments and coordinate and collaborate with government and private medical professionals;
∎ Good communication skills;
∎ Fluency in spoken and written Bangla and English;
∎ Experience with MS Office and should be comfortable with computer databases;
∎ Experience with Monitoring & Evaluation and basic statistical understanding.
∎ Documented history of writing field reports.
