Educational Requirements:
∎ Master of Business Administration (MBA) in Supply Chain Management, Operation or other similar field.
∎ Candidate with Electric & Electronics, Computer or Mechanical Engineering academic background with experience in supply chain & procurement is also encouraged to apply.
∎ PGD or training from a reputed organization on Supply Chain and Procurement Management will be considered as an advantage.
∎ Knowledge of Public Procurement (PPP) development organizations policy and compliance issues will be preferred.
Experience Requirements:
∎ At least 4 year(s)
Job Responsibilities:
∎ Process PR as assigned by the Procurement Coordinator and Supply Chain Manager.
∎ Check and process PR for specification and allocated budget appropriateness which duly approved by the appropriate authority.
∎ Define and select the sourcing method as per WV policy and product/service nature.
∎ Prepare the RFI/RFQ/RFP as per the user’s requirement and sourcing method.
∎ Float the RFI/RFQ/RFP as per the appropriate method (Restricted/Open/International).
∎ Conduct Pre-bid Meeting if it is an open tender.
∎ Follow the tender opening process with an opening sheet.
∎ Collect and compile the proposals and evaluate all the proposals for pre-selection criterion, technical and financial proposals.
∎ Collect feedback from other clients regarding their performance of shortlisted suppliers ensuring Block Party Screening on shortlisting.
∎ Involve the procurement Committee basing on the Level Of Authority (LOA) and present the evaluation process, disqualification if any, selection and awarding issues.
∎ Maintain transparency and compliance as per WV policy.
∎ Check the quality and sample before the finalization of the award and get confirmation from users.
∎ Document all facts and figures in the comparative bid analysis and get it approved by the appropriate authority.
∎ Negotiation, verification and market assessment in case of requirement.
∎ Award the contract or issue PO duly approved by the appropriate authority.
∎ Handover PO and sample to the warehouse staff to ensure timely delivery as per sample.
∎ Communicate with the requestor regarding the delivery update proactively.
∎ Get the signed delivery challan and generate GRN.
∎ Ensure the bill submission from the supplier in time with the VAT-11 certificate if paid by the supplier in advance.
∎ Working with the Finance team proactively to settle all bills and financial issues.
∎ Communicate with the internal and external stakeholders for any issue related to budget specification, quality conformance, and process-related issues.
∎ A clear understanding of the procurement process related documentation and audit queries.
∎ Manage procurement within the minimum lead time.
∎ Carry out additional responsibilities and projects as assigned by the supervisor.
Additional Requirements:
∎ Age 27 to 35 years
∎ Experience of working in emergency response in the development/government sector will be highly preferred.
∎ Ability to undertake extensive work pressure continuously.
∎ Ability to communicate with external and internal stakeholders confidently, politely with a logical argument.
∎ Computer Literacy with MS Word, MS Excel, MS Powerpoint and Supply Chain Management software.
∎ Knowledge of database management and process filing documentation knowledge.
∎ Ability to communicate in English fluently in all forms of communication (Reading, writing, speaking and listening).
∎ Ability to cope up and mix up with multicultural and multi-linguistic people.
Salary: Tk. 90000 (Monthly)
