∎ Exhibited experience in operational and process management of donor-funded development projects, including experience in administrative, business, procurement and supply chain, travel and/or event logistics, and/or project management skills.
∎ Prior experience support USAID-funded development projects, preferred.
∎ Demonstrated knowledge of internal controls and audit processes (e.g. procurement, subcontract agreements, etc.)
∎ Experience with Microsoft Office, including Excel.
∎ Prior work experience in Bangladesh.
∎ Excellent oral and written communication skills in English.
∎ Ability to manage multiple tasks and shifting priorities without compromising the quality of work
∎ Ability to work effectively in a cross-functional team.
∎ Attention to detail, able to manage one’s work, take initiative, set schedules and meet deadlines without close supervision.

Responsibilities & Context:
∎ The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh's global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh's One Health Systems and enhance the country's capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives: Strengthen Systems for Better One Health Governance across the Government of Bangladesh (GOB). Strengthen One Health Disease Detection Systems for effective prevention, detection, and response.Reduce Threats of Antimicrobial Resistance (AMR) across OH sectors.

∎ The Procurement and Logistics Manager (PLM) is a key member of the Project’s finance and operations team. S/he will be performing the day to day procurement and logistics support services for the SSOH project operations and technical activities. Under the direct supervision of the project’s Finance and Operations Director (DFO), the PLM will play a pivotal role in organizing and overseeing Procurement and Logistics management including outdoor and event activities and meetings and workshops, etc. and ensuring compliance to project’s Field Operations Manual (FOM), USAID regulations, contractual requirements and limitations, as well as relevant local laws, requirements, and practices in support of technical project management requirements as they arise.
∎ Provide and ensure administrative and logistical support to the project operations and technical activities including planning, organizing and coordinating of all outdoor meeting(s), workshops, trainings, and any other event(s), ensure proper and timely procurement of required goods and services.
∎ Support the staff in developing the procurement specifications and develop RFP/RFQ for all sorts of procurement for the project, both goods and services including communication and printing materials, event managements, infrastructures, laboratory consumables, etc.
∎ Lead the preparation of bid comparison matrix and source selection memo, which provide clear justification for selection of vendor/local subcontractor.
∎ Regular review of procurement documents on shared file servers and project management systems as well as hard copy files to ensure all back up documents are included in accordance with the project’s document saving protocol and norms.
∎ Develop and manage all type of office assets and supplies database and keep it up to date for audit. Ensure assets tagging and inventory management and documentation in compliance with organization register.
∎ Develop and maintain trackers and process guides to improve the accuracy of collected data before submitting to finance team for processing the vendors’ payment.
∎ In coordination with the DFO, develop and improve upon procurement processes and systems and internal controls to efficiently guide project management and implementation and ensure compliance in accordance with the DAI Field Operations Manual, USAID rules/regulations.
∎ Support the DFO in managing and responding to AOR and/or client requests, including drafting and filing USAID client approval requests and responses and coordinating with the HO on these requests.
∎ Provide support in areas of data management and reporting, including bi-weekly, quarterly and annual reports.
∎ Coordinate process for review of subrecipients’ requests for payments and invoicing and project expense reports in coordination with HO support team to ensure compliance with DAI and project finance and accounting policies and procedures.
∎ Provide regular updates to the DFO on the fund utilization and expected spend and escalate any issues immediately as necessary.
∎ Participate in the preparation of monthly fund requests, forecasts as well as annual work planning and budgeting process.
∎ Other administrative or operational support duties as assigned by the DFO.
∎ The Procurement and Logistics Manager will report to the Finance and Operations Director and will supervise the Procurement and Logistics Coordinator.

∎ ROLE’S PURPOSE:
