Job Context:
∎ The BRC has a long history of working closely with and supporting the Bangladesh Red Crescent Society. In line with the national society`s strategic plan the BRC have agreed to expand the number of projects over the coming years. On this basis we are seeking to employ a suitably qualified Hygiene Promotion Manager.
∎ Duration: 12 Months

Job Responsibilities:
∎ Plan and design the implementation of hygiene promotion measures with two objectives: a) to address priority public health risks of the population living in the camps, and b) to complement physical sanitation interventions (including latrine building and reinforcing, latrine emptying and faecal sludge treatment).
∎ Mobilise and engage the communities, to participate fully in this programme. Train community facilitators, volunteers, and National Society (NS) staff in hygiene promotion as appropriate, include preparedness and prevention of AWD in the response.
∎ Develop occupational safety and hygiene measures and procedures for Operation, Maintenance and Monitoring of Faecal Sludge Treatment unit. This includes developing specific hygiene Standard Operating Procedures (SOPs) for manual and mechanical desludging, transport of faecal sludge and disposal to tanks on site, as well as Emergency SOPs for events such as the outbreak of AWD/Cholera, flooding, landslides, or cyclonic events. These should draw on PHAST, national guidelines or other standard methodologies, working within national guidelines, where appropriate.
∎ Develop communication and IEC material for health and safety practice to be utilised and visible at the treatment site.
∎ If necessary (if programme begins to use the treated by-product), create awareness among the population living in the camps to address any stigma attached to the use of the safe by-product, for example using bio solids as a fertiliser for crops. If required, provide guidance on essential nutrients (nitrogen and phosphorus) that can be beneficial as fertiliser.
∎ Train all staff, volunteers and relevant National Society counterparts in safety and hygiene measures and SOPs, as well as standard hygiene promotion messaging.
∎ Build capacity of Bangladesh Red Crescent (BDRCS) through skills development of volunteers and/or BDRCS counterparts.
∎ Work together with the Programme Manager and team members to ensure that the various aspects of the BRC FSM activities are integrated, and that the BRC FSM activities form part of a coherent public health response.
∎ Be responsible for the assessment of the needs and resources required for hygiene promotion, together with the Programme Manager and other team members, and jointly plan appropriate measures.
∎ Plan and manage budgets for the Hygiene Promotion activities, control/authorise expenditure, together with the Programme Manager.
∎ Manage day-to-day logistics and administration relating to hygiene promotion, as well as HR procedures and personnel for the hygiene promotion team (including any local contracted personnel / daily labour) in accordance with guidelines on the use of local staff, Local Recruitment Guidelines and in collaboration with other Team Members.
∎ Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of toolkits and other materials.
∎ Investigate potential for sustainable scale-up depending on results, need and capacity of current system in collaboration with Programme Manager and team
∎ Monitor the sanitary condition of desludging interventions, as well as mapping existing and newly constructed latrines using mobile application (KOBO Tool Box etc.) to inform desludging needs (e.g. location, condition, type of desludging required, volume of pit, when pit is full, accessibility, population using the latrine, routine desludging activities, number of latrine desludged, etc.).
∎ Monitor the impact of hygiene promotion activities and provide regular, timely and accurate narrative information for sharing with IFRC WASH Coordinator, Federation, local NS and/or other parties.
∎ Ensure that all activities are in line with the qualitative and quantitative aspects of relevant standards (SPHERE standards, Federation WASH and Health & Care policies, national standards and international guidelines, Inter-Sectorial Coordination Group recommendation etc.) as well as meeting minimum standards for accountability to beneficiaries and considerations of gender and diversity in emergency programming.
∎ Under the supervision of the Programme Manager and in coordination with team members, coordinate plans and activities with other members of the Red Cross Red Crescent Movement (IFRC, BDRCS, other NSs), and with other agencies (governmental and non-governmental, e.g. Inter-Sector Coordination Group), to ensure all faecal sludge management and hygiene promotion activities are in line with government regulations and overall sector strategy.
∎ Ensure that the FSM activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
∎ Perform any other related duties or responsibilities that may be assigned by the BRC Programme Manager.
∎ Abide by and work in accordance with the Red Cross/Red Crescent Principles.

Additional Requirements:
∎ Proven experience of in international humanitarian operations in the water, sanitation, hygiene and/or health sectors
∎ Experience of implementing community-based water, sanitation and/or hygiene programmes in the humanitarian sector
∎ Good knowledge and ideally experience in Red Cross work within public health
∎ Previous work for a humanitarian aid organisation, ideally in acute emergency responses
∎ Good knowledge and previous experience of working with local partner agencies/ stakeholders with a capacity to provide formal and informal training.
∎ Understanding of processes and minimum standards to ensure accountability to beneficiaries and issues relating to gender and diversity
∎ IT literate to intermediate level (MS Word, spreadsheets, email) and basic knowledge of databases.
∎ Experience of preparing, managing and monitoring budgets
