∎ Job Purpose: The Health Program Manager will be working closely with the BDRCS health and protection teams to effectively deliver quality humanitarian support in the health and protection components to the FDMN and host communities depending on the Canadian Red Cross funded projects.
∎ He/she is expected to ensure that BDRCS interventions promote the health and wellbeing of guest and host community population ensuring the appropriateness and timeliness of interventions. He/She is expected to coordinate with RCRC partners under One Window Framework and with other key stakeholders including health and protection sector along with the respective teams of BDRCS. He/She is expected to monitor, control and report CRC project activities on a regular basis

Job Responsibilities:
∎ Programme Planning and Implementation:
∎ Provide technical inputs to develop, prepare document on strategies and health program initiatives and work in collaboration with BDRCS, PNS, sectors lead and partners.
∎ Performs and documents health needs assessments and identifies risk factors to develop health care plan.
∎ Take part in participatory rapid assessment to determine the major health problems and health related issues in the targeted communities.
∎ Provide extensive input and technical support to project proposals and program design; coordinate effectively with BDRC, PNS management, partners and technical sector colleagues and consultants.
∎ Discuss and develop a community health plan based on an assessment of the community situation and priorities identified by the community
∎ Ensure that project implementation is efficient, effective, and done according to prescribed approaches, and provide with suggestions about implementation fine tuning within the targeted areas.
∎ Ensure frequent and regular supportive supervision and monitoring together with all volunteers within the targeted camp area(s)
∎ Liaise with the relevant local authorities and I/NGOs at the targeted areas of relevance for the implementation of activities in the targeted areas.
∎ As instructed, represent CRC on behalf of the Country Representative at internal and external meetings, technical and coordination meetings, ceremonies, and Red Cross Red Crescent functions.
∎ To attend relevant sector meetings to coordinate activities with other government and non-government humanitarian agencies.
∎ To work in close collaboration with other programmes within the National Society and with Partner National Societies to ensure programme implementation is done in an integrated manner.
∎ To work in close coordination with the community health volunteers to support and monitor of community-based health activities.
∎ Work to raise the level of health awareness among members of the community and turn it into the behaviour change and practice through:
∎ Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.
∎ Support in the development of contingency plans and Business Continuity plans in CRC supported health and protection activities.
∎ Facilitate conduct of coordination meetings and training programs.
∎ Undertake relevant tasks as assigned by the line manager
∎ Supervising and Monitoring:
∎ Monitor clinic activities, doctors, nurses, paramedics, and midwives for clinical services provision skill (counselling, history taking, physical exam & prescribing) and ensures the MoH and sector guidelines are adhered.
∎ Ensure clinical and patient confidentiality are maintained at international medical and ethical practices.
∎ Monitors, regularly updates, and identify gaps on medical supplies including logistical assets required to ensure the smooth operation of Canadian Red Cross supported health and protection programs in Cox's Bazar and other areas of Bangladesh.
∎ Provide support in strengthening reporting, monitoring and evaluation of DHIS-2, EWARS and other critical health information systems/databases.
∎ Take into consideration problems of the community and its health and suggest possible mechanisms to solve problems
∎ Forming and maintaining networks and engaging with relevant stakeholders.
∎ Maintain dialogues with the community and monitor progress, including the implementation of the community health plan
∎ Ensure timely data collection, analysis and reporting to Country Representative, HQ, Back donors, partners and other relevant stakeholders regularly.

Additional Requirements:
∎ Experience (Required):
∎ Five (05) years of work experience in public health with at least 03 years (NGO/INGO) working in the humanitarian field.
∎ Previous experience in manager / coordinator role.
∎ Experience (Preferred)
∎ Experience working in COVID 19 Response
∎ Experience as trainer in First Aid, Disease Surveillance, GBV, SRH and PSS.
∎ Knowledge and Skills (Required):
∎ Bangladesh Health system hierarchy
∎ Needs assessment, program designing and development experience
∎ Facilitation and training skills
∎ High degree of discretion, tact, and sensitivity in dealing with stakeholders at all levels and beneficiaries
∎ Ability to work with complete integrity and confidentiality
∎ Ability to work within a multi-cultural and multidisciplinary environment.
∎ Proficient in computer literacy (use of Microsoft Office applications)
∎ Knowledge and Skills (Preferred):
∎ Knowledge of child protection, SGBV prevention and response, mental health and psychosocial support intervention and emergency response.
∎ Languages: Fluency in English and Bangla (local dialect to communicate with Rohingya communities) are required.
