Job Context:
∎ Under the line management of Logistics Assistant Supply, the purchase officer carries out the purchases for the programs and structure for his/her assigned base.
∎ He/she is one of the guarantors for implementing and respecting Solidarités International purchase procedures.
∎ He/she is responsible for filing and archiving logistics documents linked to purchases.
Job Responsibilities:
∎ 1.Carry out a local purchase as per purchase policies and procedures, follow up the storing process for all the collected materials.
∎ 2. Take part in the analysis of the local purchasing environment
∎ 3.Update price lists and supplier files
∎ 4.Leads suppliers site visits
∎ 5. Ensure to question the market in a diversified way (constantly assessing new opportunities)
∎ 6.Implementation of the purchasing process
∎ 7.Receive and process requests for quotes and Internal Oder Forms (IOF) after verification and approval by his/her line manager
∎ 8.Lead the communication with the suppliers on the regular business (visits, e-mail exchange...)
∎ 9.Prepare the request for quotation documents (RFQ)
∎ 10.Ensure that the format and information on quotes and invoices comply with regulations.
∎ 11.Transfer information from supplier quote to bid analysis table or other offer analysis documents before line manager review.
∎ 12.Ensure that products purchased match SI requirements (technical, origin...) set up in the request for quotation and to the quantity.
∎ 13.Ensure compliance with administrative procedures for the management of advances and payment of suppliers
∎ 14.Establish and archive purchasing files in accordance with the rules of Noapara Group
∎ 15.Ensure the compilation of price lists and suppliers list
∎ 16.A clear idea about the product marketplace and having good negotiation capacity to select the right product.
∎ 17.Create time and action plan for all orders and follow-up regularly.
∎ 18.Select potential vendors after verifying the vendor selecting procedure.
∎ 19.Maintain format for purchase; purchase requisition, request for quotation, comparative statement, purchase order, GRN, etc.
∎ 20. To perform sourcing & procurement activities for Mechanical Items
∎ (spare parts) & other facilities services and capital expenditure.
∎ 21.To ensure on-time support all business units in regards to Ship Building & Logistics Department (especially Mechanical, Electrical spare parts) in an efficient and cost-effective way.
∎ 22.Any other tasks as assigned by the superior or Management
