Job Context:
∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 89 on-going projects covering 189 Upazilas focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB), Cox`s Bazar office is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for Emergency Response to the Forcibly Displaced People of Myanmar in Bangladesh.
∎ The details of the position including job responsibilities, educational qualifications and other qualities /competency required for the above positions are given below for your information:
∎ Job Summary:
∎ Responsible for all duties and responsibilities of all kinds of activities (Relief, Rehabilitation, Coordination) ensure WATSAN services, Technical Support, SOP/ Guideline preparation, overall planning, budgeting, implementation, and monitoring, water quality tests, plan and prepare water source protection etc., Sectorial activities including collection of information for preparing project proposal, verification of projects, making feasibility study, pre-work measurement, sketch map, Preparation of Drawing, Design, Estimate & Budget, checking of Muster Roll, vouchers, attendance, measurement sheet, maintain labor register, resolution book, report writing, conduct meeting, training, and workshop, etc.

Job Responsibilities:
∎ Coordinate with all WASH sectors in government, UN and NGOs at the camp and Upazila levels.
∎ To ensure that the WATSAN services (water, sanitation, hygiene, and fecal & solid waste management) in the host communities managed by Caritas Bangladesh are delivered in an efficient, equitable and accountable manner, according to UN, SPHERE and national standards.
∎ Ensure successful implementation and effective management of the project activities.
∎ Assist the Manager-WASH in overall planning, budgeting, implementation, and monitoring of the project. Contribute to program/ project design, implementation, learning and M&E through active collaboration with all team members. Provide inputs in project proposal development, fund raising, result framework and budget.
∎ Drawing, design, overall supervision of different WASH infrastructures like water distribution networks, production well, latrine, fecal & solid waste management facilities etc. construction, upgradation, and rehabilitation as well as collaborative work with logistic/ procurement to support quotations collection, quotation evaluation, contractor selection, contracts signing, orders, work order issue and purchases.
∎ Responsible for feasibility survey, design, prepare the estimation of quantities and cost detailed drawings and other necessary documents of WASH interventions.
∎ Ensure water quality tests, plan and prepare water source protection schemes wherever necessary in consideration of ecology and natural disasters and WASH sectors' Guideline.
∎ Provide capacity strengthening trainings and workshops to staff, masons and ensure knowledge transfer.
∎ Providing supervision, guidance, and monitoring of WASH field personnel through setup of task and close monitoring and be first line responsible for the field team.
∎ Ensure that staff understand their individual and collective responsibilities for safety and wellbeing.
∎ Establish networking with communities and ensure their participation in the project implementation is well maintained.
∎ Develop and maintain an effective filing system for storing project documentation and records and project monitoring systems Logistics / Technical Support.
∎ Monthly Achievements narrative report to the Manager-WASH and Initiate Donor reports and get input and feedback from the team lead and Initiate fund-raising program documents.
∎ Prepare technical specification, SOP/ Guideline, QA guideline and quality reporting as per the report agreements.
∎ Support to stakeholders in developing and implementing the collection, emptying, transportation, treatment, disposal, and re-use components.
∎ Prepare detailed design and construction specifications for WASH infrastructure.
∎ Supervise the contractors to ensure all construction work according to design, plan and specification besides assists the contractors/partners in resolving the technical issues. Monitor and supervise infrastructure repair, replacement activities to ensure public health and safety assured.
∎ Inspect and supervise the Quality of any type of construction materials before the full procurement takes place and Work closely with Procurement committee to provide the technical support.
∎ Ensure that all designs and technical specifications are shared with Manager-WASH/specialist and their comments and agreements are obtained.
∎ Prepare detailed annual implementation plan and monthly activity plans and procurement plans.
∎ Initiate requisitions for procurement of materials, tools, and equipment in a timely manner based on the Cash and Procurement forecasting.
∎ Monitor delivery of sanitation materials/tools/equipment by WASH committees to households to ensure equity and accountability and liaise with the WASH camp Warehouse officer to ensure that an up-to-date stock inventory is kept.
∎ Attend various internal and external meetings regarding engineering topics or issues and respond to questions and inquiries from various individuals, groups, and organizations.
∎ Should have a clear concept and knowledge to promote and ensure gender and protection mainstreaming, equity and inclusion, core humanitarian standards, environmental sustainability, peace, and reconciliation.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programmer's goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ At least 03 (Three) years practical and relevant experience in similar area. (Woman will be given special priority)
∎ Have strong knowledge and expertise of AutoCAD, GIS, MS Office
∎ Ability to work in high pressure and high security risk situations and be able to adapt to rapidly changing contexts.
∎ Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
∎ Good knowledge of water and sanitation issues related to construction.
∎ Good knowledge of Community mobilization, sensitizations, and skills transfer.
∎ English: fluency in the language expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.) to participate actively in meetings and in work related discussions.
∎ Teamwork spirit and community mobilization and problem-solving skills
∎ Age : Maximum 40 years (as on 30.03.2022)

Salary:
∎ BDT 70,000 per month
