Job Responsibilities:
∎ OVERALL OBJECTIVE OF THE JOB:
∎ To strengthen the administration and government relations aspect of Handicap International in Bangladesh.
∎ KEY RESPONSIBILITIES:
∎ Responsibility 1: Ensuring HI BGD’s Compliance with National Regulations and Practices
∎ Aim: To ensure the smooth running of HI BGD with respect to its administrative obligations
∎ Benchmark: Efficient and effective functioning of the administrative tasks in compliance with HI and national policies, procedures, regulations, standards and legal issues
∎ Activities:
∎ In consultation with legal support from lawyer’s firm, ensure that the administrative organization is legal, efficient and ethical.
∎ In line with FD submissions, conduct regular monitoring on programme activities/ documents (procedures, organizational chart) and ensure effective communication on changes with concerned teams.
∎ Plan, supervise and ensure proper preparation/submission and follow up on various GOB applications (FD6, FD2, etc) in close coordination with Project and support departments as necessary.
∎ Ensure that agreements are valid and assist managers in drawing them up (for the administrative and legal aspects).
∎ In consultation with legal support, support HI BGD on legal issues.
∎ Support to monitor and maintain compliance with administrative and logistics procedures.
∎ Ensure compliance with all GOB tax regulations, and follow up on this on a regular basis.
∎ Support mission security focal points in the monitoring of security and compliance with security guidelines.
∎ In collaboration with CD, proactively meet with NGOAB and other government department’s representatives as often as necessary to obtain documents or resolve issues related to program development in Bangladesh.
∎ In collaboration with CD and SSC, responsible for proper filing of original GOB, donors and partners documents
∎ Supervise the liaison officer and ensure that international staff work permits and visas are processed and ensure that visa application processes for team members and visitors as and when required
∎ Responsibility 2: Strengthening HI BGD Relations with Government and Non-Government stakeholders
∎ Aim: Support CD in developing HI’s position and visibility within Bangladesh
∎ Benchmark: Positive relation and linkage with the authorities
∎ Activities:
∎ Work with CD, Program, Support and Technical teams to build positive and constructive relationships with key partners from government, development partners, local, national and international NGOs, and any other parties as required.
∎ Support the CD’s strategic cooperation initiatives with international and national stakeholders and upon delegation by Country Director, represent and promote the organizational strategic vision in coordination meetings with government authorities, donors, partners, and other stakeholders.
∎ Ensure HI vision, values and mandate are promoted among partners, government authorities and other stakeholders.
∎ Support and advise CD on development of administrative and programmatic contacts
∎ On behalf of CD, represent HI at various forums at Dhaka/field level to support the building of HI’s positioning in the country
∎ Responsibility 3: Support the Country Team in the optimal running of HI Bangladesh
∎ Aim: Strengthen and support the HI- BGD team in producing quality and efficient delivery outputs
∎ Benchmark: Competent staff is productive and constantly expanding their abilities to ensure the Program achievement
∎ Activities:
∎ As a senior member of the team, responsible for breeding team spirit, encouraging staff in taking initiative, responsibility and leadership, support in the development of capacity where possible.
∎ Quality assurance of the implementation of the overall country programme and the country and field office management of HI-BGD
∎ Maintain a strong working relationship across all departments at HI BGD: Program, Support Services, Technical, as well as field teams
∎ In close collaboration with CD, Ensure compliance with HI’s mandate, ethical values, policies, rules and regulations by all staff posted in AoR.
∎ Supervise and support the dissemination, implementation, and follow up on safeguarding policies (with specific focus on PSEA, Code of conduct and anti-fraud policies)
∎ Advise and inform CD on all relevant strategic and management variables
∎ Liaise with HI HQ contact points as necessary to facilitate HI BGD operations
∎ Carry out any other responsibilities as requested by the CD

Additional Requirements:
∎ 7-10 years’ experience in supporting governance programme and/or advocacy and policy engagement
∎ 5-7 years’ experience as Deputy Country Director/Head of Administration/ Operations in any reputed organization with demonstrated ability to manage complex operations.
∎ Experience with high-level representation and networking with policy makers, Donors and other stakeholders
∎ Proven experience and skill working with Government of Bangladesh
∎ Advanced knowledge on GOB Administrative structure and protocols especially with NGOAB, Immigration, and Relevant Ministries.
∎ Demonstrated familiarity with the legal and compliance aspects of NGO operations in Bangladesh
∎ Experience working effectively in coalitions/networks of civil society organizations, NGOs
∎ Sound knowledge of development concepts especially local government, good governance, human rights, and women’s empowerment etc
∎ Exceptional transformative leadership skills for building leadership of others
∎ Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress
∎ Experience on Safe Guarding issue
∎ Proven ability to manage a team, with good communication and interpersonal skills and an ability to motivate staff and build technical capacity
∎ Strong analytical and problem-solving skills, creativity, resourcefulness and flexibility and representation skill
∎ Excellent verbal and written communication skills in Bangla and English.
∎ A creative and dynamic work style to come up with innovative solutions to problems
∎ Proactive and independent attitude to work
∎ A confident communicator and networker with excellent networking and relationship-building skills, and the confidence to work with people at all levels of seniority and from different backgrounds
∎ Attention to detail and ability to priorities work in order to meet competing deadlines
∎ Willingness to undertake very frequent visitation of relevant government institutions in Dhaka or other city
