Job Context:
∎ Terms of reference for hiring Consultant of "National MNH Monitoring Cell" at DGFP
∎ Background: USAID`s MaMoni Maternal and Newborn Care Strengthening Project implemented by Save the Children and its consortium partners provided technical assistance to the Maternal Child Reproductive and Adolescent Health (MCRAH) unit of DGFP for establishing a "National MNH Monitoring Cell" through improving functional supervision and monitoring system within DGFP. Different stakeholders are engaged in this Monitoring cell to implement a monitoring framework for maternal and newborn care services at DGFP facilities.
∎ Objectives of the assignment: Overall objective of the Consultant is to support the MNH monitoring cell of DGFP for strengthening monitoring of maternal and newborn services at the MCWC and UHFWCs across the country with a special focus on 17 MaMoni MNCSP supported districts. The consultant will ensure supportive supervision and mentoring to improve the services at the facilities.

Job Responsibilities:
∎ Deliverables:
∎ Facilitate the functionality of the monitoring cell and support the MNH Monitoring Cell to improve the efficiency of MCWCs and UHFWCs through strengthening functional supervision and monitoring system for ensuring quality MNH service delivery.
∎ Visit MCWCs and UHFWCs of 2/3 districts (75% in MaMoni districts and 25% in other districts) in a month following a structured checklist, filled the checklist with concrete recommendations.
∎ Based on the lessons from MaMoni, supports MNH Monitoring Cell to strengthen MNH services in the DGFP's facilities across the country.
∎ Will facilitate to ensure sustaining the capacity of the providers by providing on the job training, mentoring, or demonstrations during visits through mini skill labs.
∎ Will conduct post-training follow up visits at the facilities in focusing on the adequacy of preparedness of the facilities in delivering maternal and newborn health services as per the standard guidelines and protocols?
∎ Analyze field findings and support the MCH unit in reviewing the performance of the district/Upazila and union level facilities and support them for data-driven decision making.
∎ Maintain liaison with government health and family planning manager/staff district and below level and support them in addressing gaps in delivering quality MNH services at various tiers.
∎ Share the findings with district and national level and recommend actions for improvement and will facilitate to ensure that recommendations given were addressed.
∎ Maintain liaison with national and sub-national QI committees, participate in QI committee meetings, and monitor the action points of the meetings.
∎ Orient the national, district, sub-district level managers of DGFP on the online monitoring checklist and facilitate the online submission of the checklist if required.
∎ Will submit the supervision report in a structured format at the end of every month.
∎ Support functioning of two national level SCANUs at MCHTI and MFSTC.
∎ Will have regular communication and coordination with MaMoni MNCSP team both at the district and national level, attend programmatic meetings (when necessary) and follow the updated policy and directives.
∎ The consultant will be responsible for providing any support to the MCH Services Unit of DGFP at the central level as and when required and asked by the Line Director, MCRAH, MCH Service Unit, DGFP.
Additional Requirements:
∎ At least 10+ years working experience in the field of newborn health program in Bangladesh
∎ Previous experience of working with the MOH&FW, DGHS, DGFP, Professional Associations (OGSB, BNF, BPA, BPS), NGO and other partners in similar capacities
∎ Adequate knowledge and good understanding of the health service delivery system in Bangladesh.
Salary:
∎ Negotiable
∎ Consultancy Fee: The Consultant will charge for his/her time at a pre-determined daily rate in line with the Consultant`s experience. This daily rate will be mutually agreed upon by the Consultant and MaMoni MNCSP, BSMMU before the start of the consultancy.
