Job Context:
∎ Partners in Health and Development (PHD) is implementing `Response to new Rohingya Settlements for Maternal New-born Child and Adolescent Health Services` project since September 2017 in Cox`s Bazar District (Ukiya and Teknaf) with support from UNICEF. 18 Medical officers and 36 auxiliary health staff (Nurse/paramedics) provide outpatient services from 9 Health Posts. In addition, 5 Medical officers and 12 Nurse/Midwives presently providing emergency services from a Primary Health Care Centre (PHC-24/7). Second PHC with similar work intensity is likely to start from September 2019. It is estimated that 10 Medical Officers and 24 auxiliary staff has to conduct 50 to 60 deliveries approximately, around 2000 outpatients including <5 children in each month. In order to ensure the quality of maternal and neonatal services, PHD is looking for a Consultant (Gynaecology and Obstetrics) for immediate appointment.
∎ Specific purpose:
∎ Capacitate the physicians, midwives and Nurses who provide medical care related to pregnancy or childbirth and those who diagnose, treat, and help prevent diseases of women, particularly those affecting the reproductive system and general medical care to women through providing up-dated information, training and hands-on-practices.
∎ Duty station: Cox`s Bazar with extensive visits to project sites (Ukiya and Teknaf)

Job Responsibilities:
∎ Develop clinical operational plan with services providers, set milestones and strategies to achieve PHC's targets;
∎ Oversee the integration and harmonization process of all departments essential to successful delivery of services (final product);
∎ Develop and implement clinical quality standards, service delivery protocols, referral mechanism aligned with the ethics of emergency medical services;
∎ Provides consultations and directions to clinical service providers to ensure health services are implemented at the highest standards and patients receive the highest level of care.
∎ Visiting the health care facilities round-the-clock, observe, inspect the readiness of service centres, discuss quality standards with service providers, analyse various service processes through quality measurement tools and appropriate feedback for improvement.
∎ Ensures policies and procedures are monitored and updated to include regulatory changes of the stakeholders, most importantly these are aligned with the regulatory protocols of the Government of Bangladesh.
∎ Continuous Mentoring, Monitoring and providing assistance with quality assurance and compliance functions, troubleshooting clinical trials and activities.
∎ Establish clinical record keeping system and manage and maintain databases for the quality system and prepare reports.

Additional Requirements:
∎ At least 05 years experiences in relevant field.
∎ Additional Job Requirements:
∎ Proven skills and knowledge on clinical service protocols, quality improvement initiatives, contemporary development WHO quality improvement initiatives;
∎ Awareness and familiarity of Government's policies and strategies in regard health sector's service protocols of 24/7 service centres;
∎ Ability to manage a complex and diverse workload and motivation to work in extreme difficult condition;
∎ Computer skills: Word, PowerPoint, Excel, email and web browsing
∎ Strong communication and interpersonal skills
∎ Written and verbal skills in both Bengali and English

Salary:
∎ BDT 150,000 (consolidated)
