Job Context:
∎ Project Brief: The project aims to improve and sustain the natural environment in and around refugee camps in the Teknaf area of Cox`s Bazar district and create an enabling situation for communities to become self-empowered, thereby contributing to the sustainable development of the area.
∎ Part I: Job Statement
∎ The primary responsibility of the Assistant Procurement Officer is to work closely under the supervision of the Procurement and Logistics Officer (PLO) to ensure the timely and efficient procurement of goods and services required for the response, while maintaining compliance with organizational policies and donor requirements.
Job Responsibilities:
∎ A. Programme Activities:
∎ Supporting the implementation of procurement processes and procedures, in accordance with organizational policies and donor requirements.
∎ Assisting with the procurement of goods and services required for refugee response operations under this UNHCR partnership, including agriculture input materials, construction materials, equipment supplies for vocational courses, and other essential items.
∎ Maintaining accurate and up-to-date records of procurement activities, including purchase orders, invoices, and delivery notes.
∎ Conducting market assessments and researching potential suppliers, to ensure competitive pricing and high-quality products.
∎ Managing supplier relationships and negotiations, to ensure timely delivery of goods and services at the best possible price.
∎ Supporting the preparation of procurement reports and budgets, in coordination with other departments.
∎ Ensuring compliance with all relevant laws and regulations, particularly in relation to customs and taxation.
∎ Supporting the implementation of internal controls and risk management strategies to safeguard organizational assets.
∎ B. General:
∎ Assist Project Manager as per his/her requirements.
∎ Perform any other task as and when assigned by the programme/management.
Additional Requirements:
∎ Minimum 03 years of professional experience
∎ Having non-discriminatory and gender-sensitive perceptions along with safeguarding
∎ To protect children in connection
∎ Excellent computer literacy especially MS applications
∎ Good communication, facilitation, and motivational skills.
∎ Understanding on local culture and languages is preferable.
∎ Having problem-solving and prompt decision-making capacity.
∎ Ability to work under pressure.
∎ Abilities to undertake extensive travel to refugee camp/village/community level
∎ Excellent teamwork, and a proven track record of building trust within and empowering teams
∎ Diplomacy, tact and negotiating skills are essential
∎ Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
