Responsibilities & Context:
∎ Supporting the implementation of procurement processes and procedures, in accordance with organizational policies and donor requirements.
∎ Assisting with the procurement of goods and services required for refugee response operations under the UNHCR partnership, including solar system, caregiving, small engine, construction, bakery and electrical equipment and materials, stationery, accessories and supplies for vocational courses, and other essential items of the project.
∎ Maintain comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements, following organizational policies and law.
∎ Supervise and verify the procurement of materials according to the or needs of the project.
∎ Respond to procurement/logistics requests related to supplies, materials for project activities.
∎ Support SP&LO and HR&AO make sure that assets, including asset code tagging, are correctly recorded in the Asset Database List.
∎ Maintaining accurate and up-to-date records of procurement activities, including purchase orders, invoices, and delivery notes.
∎ Conducting market assessments and researching potential suppliers, to ensure competitive pricing and high-quality products.
∎ Managing supplier relationships and negotiations, to ensure timely delivery of goods and services at the best possible price.
∎ Supporting the preparation of procurement reports and budgets, in coordination with other departments.
∎ Ensuring compliance with all relevant laws and regulations, particularly in relation to customs and taxation.
∎ Supporting the implementation of internal controls and risk management strategies to safeguard organizational assets.

∎ Project Brief: Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox's Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox's Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM), Electrician (Building), and Bakery and Pastry Staff (BPS). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project's main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) Programme has been launched during the last quarter of 2023 which became known as the Complementary Pathways Programme (CPP) in 2025, aims to enhance labor mobility and empowerment of Rohingya refugee graduates who successfully complete the Level-1 certification course. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, 'work ready' cultural orientation, and fundamental ICT skills. The project overall aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.

∎ The primary responsibility of the Assistant Officer-Procurement and Logistics is to work closely under the supervision of the Senior Procurement and Logistics Officer (SP&LO) to ensure the timely and efficient procurement of goods and services required for the response, while maintaining compliance with organizational policies and donor requirements.
