Job Context:
∎ Organization for the Poor Community Advancement "OPCA" is a local voluntary, non-profitable, non-political and development organization in Bangladesh. It started journey from Mirsarai Upazila under Chittagong district in 1992. Now OPCA is working in Chittagong region i.e. Chittagong, Cox`s Bazar, Noakhali, Laxmipur, Chandpur, Brahmanbari district and CHT.
∎ Since August 2017, the heavy influx of Rohingya refugees into Cox`s Bazaar has required an emergency response in accordance with OPCA`s humanitarian mandate to meet the needs of crisis-affected populations in the poorest communities. OPCA is going to implemented GBV Project for Myanmar Refugee Response under partnership with CARE Bangladesh which funded by Germany Ministry of Foreign Affairs. To responding the crisis and effectively oversee all operations of the project need to recruit of an Admin Officer.
∎ Job Location: Cox`sbazar (Ukhia Based)

Job Responsibilities:
∎ The Admin Officer will be responsible for:
∎ Ensure necessary administrative and logistical support to project team and perform day to day administration of project activities and for the facilitation of the exchange of information between related stakeholders in the project implementation process.
∎ To manages, supervises and coordinates the activities and operations of the Administrative division within an assigned department .Tasks also include purchasing, day to day logistic work and staff personnel files and documents maintain.
∎ Perform various purchasing functions; review and/or prepare bid packages for equipment or supplies; oversee the approval of all departmental purchase orders with the existing financial and procurement policy of OPCA.
∎ Prepare complex bids and specifications.
∎ Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within organizational policy, appropriate service and staffing levels.
∎ Perform a variety of personnel administration functions; review employee evaluations; ensure accuracy and completeness; review formal documents including reprimands, suspensions, and terminations.
∎ Maintain manual file systems, diaries and appointment systems, scheduling and arranging meetings on daily and weekly and monthly basis.
∎ Produce a range of documents including letters/emails and presentations to a good standard by the required deadline
∎ Oversee and participate in the development and administration of the annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
∎ Serve as the liaison for the assigned department with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
∎ Creating and updating the staff contact lists (telephone, mobile, e-mail and address lists) as required, staff attendance register, movement register, guest register etc.
∎ Attend different meeting /events in Cox's Bazar and Ukhiya level such as NGO/GO coordination meeting, day observation, different fair, and program related workshop
∎ Prepare and complete orders for delivery or pickup according to schedule (load, pack, wrap, label, ship, deliver).
∎ Receive and process warehouse stock products (pick, unload, label, store)
∎ Perform inventory controls and keep quality standards high for audits.
∎ Keep a clean and safe working environment and optimize space utilization.
∎ Track and organize visitors/contractors (let them know the pre-requisite before coming to site, keep track of them when in the field.
∎ As a part of procurement process assist to prepare tender notice, RFQ, circulation of notice inviting tender and facilitate bidding process including documentation.
∎ Provide assistance to prepare necessary documents properly so that payment of vendors and service providers can be as per financial procedure.
∎ Obtain RFQ's and submit to proper department.
∎ Responsible for organization of property maintenance.
∎ Prepare a vehicle driving roaster and deploy drivers accordingly. Ensure proper and timely maintenance of vehicle and updating related documents.
∎ Ensure office equipment's are remain always functioning.
∎ Assist to create and updating the national and international staff contact lists (telephone, mobile, e-mail and address lists) as required.
∎ Assist to ensuring physical facilities to organize meetings, conferences and workshops.
∎ Ensure all utilities payment and supply in time.
∎ Booking and confirmation of travel ticket, hotel reservation for staff/visitors and providing pick up and drop service.
∎ Perform duties upholding respect and adherence to the fundamental principles of the Organization.
∎ Perform any other duties as instructed by the line manager.
